The Gender Programming Director is a leader within the Gender Justice (GJ) team, which sits within the Program Partnerships and Learning (PPL) division at CARE USA. In support of the CARE 2020 Program Strategy and the CARE International Gender Equality Policy, the Gender Justice team works with CARE colleagues across the globe to ensure that gender equality and social justice are at the heart of all CARE does as an organization. The Gender Justice team advances this mandate through five key workstreams:

(1) Supporting the promotion of gender equality as a key aspect of program quality across sectors and across the humanitarian to development continuum. While gender advisors across CARE provide project-specific support, the GJ team fulfills a global mandate to provide supportive guidance and accountability mechanisms for the promotion of gendered approaches. GJ's focus on program quality includes both the implementation of basic standards, in line with CARE's gender policy and as measured by the gender marker, as well as piloting and adapting the 'next horizon' of innovative and gender transformative program approaches. This workstream encompasses the provision of gender technical assistance through the gender cohort and team-based cost-recovery; aggregation of global learning/knowledge management related to gender equality and dissemination of lessons and guidance; identification of gender transformative approaches that can be scaled for greater impact; and management of multi-country programs with a principal focus on gender equality (ie GBV prevention). This workstream requires strong collaboration with gender advisors across CARE, country offices, and deputy regional directors for program quality.

(2) External influencing of donors, peers, UN agencies, government institutions, and lay audiences to create an enabling environment for CARE's/partners' work to achieve global gender equality objectives. The Gender Justice team's external influencing work draws from the gender program quality workstream in order to bring greater visibility to CARE's learning and 'value-add' in promoting gender equality. These efforts aim to mobilize resources for CARE and other gender champions, catalyze adaptation and replication of gender transformative practices among peers for increased impact, and to drive policy changes conducive to gender equality. This workstream requires collaboration with colleagues from global policy and advocacy, humanitarian, marketing/communications, office of the president, and regional and country offices to ensure a coherent approach to external messaging and positioning across the organization, in line with each department's core competencies and key stakeholders.

(3) Resource mobilization in support of CARE's gender-focused work. This workstream raises funds to be managed by the Gender Justice team itself, as well as supports colleagues from other teams/departments/country offices to develop and respond to strategic fundraising opportunities. The Gender Justice team drives proactive, strategic cultivation of donors to unlock funding for CARE's gender transformative work as well as responsive proposal development/program designs for a range of US-based donors. The GJ team may also support fundraising efforts targeted at non-US donors on a cost-recovered basis with other CARE colleagues when this work is strategically aligned with GJ objectives. This requires collaboration with fundraising colleagues across CARE, other technical teams, and regions and country offices.

(4) Global leadership for the Gender Equality and Women's Voice (GEWW) approach on behalf of the Confederation, in partnership with the CARE Secretariat (Head of Gender) and CARE Norway. The Gender Justice team coordinates inputs and learning on GEWV across the confederation through several mechanisms; namely, regular meetings with the CI head of Gender and CARE Norway, quarterly convening of the GEWV Steering Committee, periodic virtual gatherings on gender technical/ organizational topics, and active participation with the CARE International Gender Network. In collaboration with other stakeholders, the Gender Justice team coordinates implementation and periodic reporting on the GEWV Strategy Plan and supports inputs to the CI 2030 Agenda through representation on the Program Strategy Team.
5) A fifth operations workstream supports the other four thematic workstreams with effective and efficient budgeting, staffing and performance management, strategic work planning, clear administrative procedures, and cultivation of a values-based culture in line with PPL and CARE-wide values, processes, and standards.

Under the overall leadership and strategic vision of the Senior Director, the Gender Programming Director is principally responsible for the gender program quality and operations workstreams and shares responsibility with the Senior Director for the resource mobilization workstream. S/he backstops the Senior Director on the external influencing and global GEWV leadership workstreams if/as needed. The Gender Programming Director models leadership that is forward thinking, consultative and coaching and with a high level of negotiation and influencing skills.

Along with providing direct guidance and support to members of the Gender Justice Team, the Gender Programming Director liaises closely with other C/USA technical teams, CIMPs, C/USA Regional and Country teams and external partners.

His/Her main responsibilities are to:

  • Line manage a core group of Gender Justice team members across the designated workstreams to increase the impact and influence of CARE's gender equality work;

  • Provide technical leadership to enhance CARE's overall program quality, using global learning and accountability tools such as the gender marker and gender program evaluations; document and disseminate CARE's best programming results and methodologies; and support innovation and adaptation of proven approaches for gender equality outcomes at scale;

  • Lead team operations for the effective and efficient achievement of team and corporate goals;

  • Co-lead, with the Senior Director, donor relations and strategic fundraising for gender-transformative programming;

  • Other duties as assigned or required as a senior member of the Gender Justice team.

  • The position will be based in Atlanta and will report to the Senior Director for Gender Justice. Travel time is estimated at 15-20%.

  • Masters Degree in social sciences.

  • Or formal training in gender studies, women's studies or a research focus on issues related to the job

  • 10 years of experience in international development

  • 8 years of experience in the international field of gender equality/women's empowerment.

  • 5-7 years of management /supervisory experience

  • Deep commitment to gender and social justice issues

  • Conceptual and practical knowledge of gender analysis and underlying causes of gender inequality

  • Conceptual and practical knowledge of interventions to address gender inequality

  • Experience managing programs in a country office

  • Significant program design and proposal writing experience

  • Knowledge of gender-sensitive impact measurement and of M&E systems

  • Budget development and execution skills

  • Expository writing and speaking skills

  • Line management experience or demonstrated personnel management competencies

  • Interpersonal skills and aptitude to coordinate efforts among diverse groups

  • Process facilitation skills

  • Negotiation, influencing skills (vital if this role is to influence any change)

  • Knowledge of donors' gender strategies

  • Ability to network and develop strategic partnerships
