Job Summary

This position is in the District of Columbia Homeland Security and Emergency Management Agency (DCHSEMA). The mission of DCHSEMA is to lead the District's effort to prevent, protect against, respond to, and recover from all threats and hazards by coordinating all planning and preparedness efforts and facilitating a common operating picture during events.

This position is within HSEMA's Strategic Intelligence Bureau under the direction of the Bureau Chief, who provides administrative direction in terms of broadly stated objectives and available resources, and facilitates engagement with other agency components. This position provides intelligence support and information dissemination to members of local and federal homeland security agencies throughout the District of Columbia, National Capital Region (NCR), and other similar centers in the United States. The work involves the collection, analysis, evaluation, interpretation, and dissemination of information on political, economic, social, cultural, physical, geographic, or scientific conditions, and trends and forces in domestic areas that directly and indirectly affect the security of the NCR.

Duties and Responsibilities

With minimal guidance, communicates regularly and effectively (orally and in writing) with a range of international, federal, state, local, private sector, academic, non-governmental (NGO), and professional association entities. Incumbent provides rapid responses to ad hoc requests from decision makers (e.g., special intelligence analyses or personal briefings). Incumbent provides de-confliction services for public safety partners.

Assists in the development of analytical tools and methodologies to fill present gaps and address future gaps. Assists in determining and defining essential elements of information required and the most effective method for collection efforts.

Helps to plan, coordinate, and conduct the collection and analysis of strategic and tactical intelligence. Maintains continuous liaison with diverse homeland security organizations, states, regional operational watch centers, and national intelligence community organizations. Maintains an in depth understanding of targeted violence and terrorism, crime and hazards facing the District of Columbia.

Participates in the conceptualization, development, and coordination of value-added synthesis and analysis products to address key customer/stakeholder information needs in a manner suitable for the subject matter and audience. Applies analytic proficiency and sound judgment to all conclusions and recommendations.

Qualifications and Education

Applicants must possess at least one (1) year of specialized experience equivalent to the next lower grade in the normal line of progression. Specialized experience is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and include work directly related to the performance of administrative and program support duties or similar work.

Prefered Experience:

Experience in a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other non-specialized tasks) is not creditable.

Knowledge of the intelligence process, to include the intelligence cycle and intelligence derived from the intelligence community (IC). Knowledge of law enforcement as it relates to the intelligence process.

A Bachelor of Arts or Bachelor of Science in a field of study related to terrorism/counterterrorism, critical infrastructure protection, fire/emergency medical, emergency management, public health, cyber security, law enforcement, or related field, and one years of experience working as an intelligence analyst or in a relevant analysis function, preferably with the US intelligence and/or law enforcement communities is desirable.

Work Conditions/Environment

Incumbent may be required to work in an environment with limited access to personal electronic devices and limited natural lighting. Common sense safety precautions are observed. There may be intermittent exposure to varied weather conditions when traveling to and from the work site.

Tour of Duty: 8:00am - 4:30pm (however hours can vary based on the mission)

Duration of Appointment: Career Service (CS) Term Appointment 13 months

Collective Bargaining Unit (Union): This position in the collective bargaining unit (union) represented by FAH/HSEMA and you may be required to pay union dues through direct payroll deduction.

Position Designation: This position has been deemed security sensitive. Accordingly, you must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of your tenure.
