This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

DEPARTMENT: Finance

HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.

LOCATION: 632 West 6th Avenue

Example of Duties

Plan, supervise and direct both the Fund Accounting and Reconciliation sections of Central Accounting in all aspects of their job functions and duties to ensure that all financial records are prepared in accordance with Generally Accepted Accounting Principles (GAAP). Supervision includes two Reconciliation Accountants one General Fund Accountant and one Debt/Enterprise Fund Accountant. The teams' responsibilities include fund accounting and analysis for general, enterprise, special revenue, debt service and fiduciary funds; reconciliation of bank, investment and clearing accounts and sub ledgers; and financial statement and audit preparation. Create and prepare various complex reports and perform analytical review, inquires and analysis, research and explain unusual or large fluctuations, address various problems and formulate solutions to errors in financial reports to bring the financial records into compliance with GAAP. Interface with multiple MOA department personnel to ensure smooth, timely and efficient financial reporting and advise and assist with financial reporting questions. Coordinate annual audit work paper deadlines with the various enterprise funds and an outside contractor. Act as budget coordinator for the Controller Division. Prepare and circulate new policies, procedures and training needed to improve financial reporting practices. Assist and advise the Controller in the overall management of the Central Accounting Section. Achieve and maintain a high degree of proficiency in the use of the Municipalities' ERP financial system, participate in special projects, respond to request for information. Perform other related duties as assigned.

Minimum Qualifications / Substitutions / Preferences

Bachelor's degree in Accounting, Finance, Economics or a related discipline and five (5) years of accounting/finance experience of which at least two (2) years have been in a supervisory or management position.

OR

Master's degree in Accounting, Finance, Economics or a related discipline and three (3) years of accounting/finance experience of which at least two (2) years have been in a supervisory or management position.

OR

Associate's degree in Accounting, Finance, Economics or a related discipline and seven (7) years of accounting/finance experience of which at least two (2) years have been in a supervisory or management position.

OR

High school diploma, GED, or equivalent and nine (9) years of accounting/finance experience of which at least two (2) years have been in a supervisory or management position.

Preferences:

  • Certified Public Accountant (CPA) certificate at time of hire.

  • Experience with Municipal Code & Charter, Municipal & Finance Department Policies and Procedures, Accounting reference books, e.g. GFOA, GAAFR, GASB, FASB pronouncements, AICPA literature & accounting and audit guides, GAAP and GAAS guides, trade magazines, professional association literature.

  • Experience in solving high-level management decisions.

  • Experience working in a union environment.

Set priorities and goals for the shift based on guidance from the General Foreman, monitor productivity of the technicians and shop safety in conformance with department and MOA policies and procedures. Review maintenance management system (MMS) software inputs and evaluate details in work orders ensuring technician productivity and accurate recording of time and materials. Identify discrepancies and solutions for corrective action by technicians. Develop and refine processes and procedures to standardize methods used by technicians and to fully utilize MMS for work-orders, and reporting. Recruit, interview, and evaluate shift personnel. Coordinate staffing coverage during absences by personnel, schedules overtime, and review subordinates leave requests with consideration to staffing and shop workload. Coordinate with contractors and vendors to ensure timely support of operations. Identify and present solutions to problems and obstacles. Investigate accidents and employee performance, prepare investigation and disciplinary documents as required. Support substance abuse testing program compliance.
