Job Overview

The purpose of this position is to provide consistent direction, procedures, support, and oversight to BOCC departments for financial management, capital projects, and grants. There have been audit findings concerning departmental fiscal processes impacting the County's financial reporting. To address this, the Manager works with departmental leadership to understand the County's departments and Fiscal programs and needs. Responsibilities include, but are not limited to, reviewing, and updating fiscal processes, training, and policy documents, developing and implementing new training as processes are enhanced, recommending controls, implementing process improvements, and ensuring accounting and budgetary compliance.

Additionally, the position has responsibility for developing, maintaining, and optimizing financial processes, leveraging Oracle Cloud functionality while working in collaboration with our Oracle Cloud ERP partners across departments and agencies. Responsibilities include developing, testing, and implementing effective controls, including use of Oracle Risk Management, Oracle Guided Learning and Oracle Learning Management and related training documentation. Experience in Oracle ERP Cloud modules will be instrumental to guide teams in identifying risks, implementing risk mitigation strategies, and leveraging system functionality to troubleshoot issues and drive overall business process improvements.

The position also entails daily leadership, management, and coordination of programs, projects, and staff. This includes troubleshooting, incident resolution, problem-solving, and project management related to Oracle Cloud SaaS and other integrated systems. This role is responsible for the preparation of routine correspondence, reports, and meeting materials for the leadership of the supported departments.

In addition to maintaining a thorough understanding of accounting standards and the County's financial reporting requirements, this position will play a pivotal role in coordinating the County's annual audits, conducting risk assessments, and ensuring fiscal data quality assurance. Your expertise will be vital in evaluating fiscal internal controls, reviewing Oracle Risk Management models and controls, and ensuring proper access and segregation of duties within Oracle Cloud.

We're seeking an adept working manager with supervisory experience and extensive experience in governmental accounting and finance. The ideal candidate will have a strong fiscal management background including fiscal responsibilities with accounting for multi-year construction projects through capitalization and with financial management and regulatory reporting for grant funded programs. In this role, you'll supervise a range of functions, spanning from departmental accounting to reviews and analyses of Oracle Cloud ERP enhancements and routine troubleshooting and assistance for fiscal customers including accounting and fiscal staff throughout Board of County Commissioner departments. Minimum Qualifications

  • Bachelor's degree in Governmental Accounting, Finance or Business; AND
  • Four (4) years as a Governmental Accountant or Fiscal Manager; OR
  • An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only, does not include legally required Licenses or Certifications.)
  • Certified Public Accountant and/or Certified Government Finance Officer is preferred but not required

Duties and Responsibilities

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below:

  • Responsible for accounting related services including project and grants for multiple departments, programs and funding sources involving the need for independent research, analysis, discussion, decision making and training over accounting transactions supporting these variations.

  • This position is responsible for performing complex and specialized fiscal related work at the supervisory and/or technical lead level.

  • Work includes fiscal management and Oracle support for multiple departments and programs with a thorough understanding of governmental accounting.

  • Confirms capital project related costs are funded through appropriate sources and are capitalized at substantial completion utilizing their firm understanding of GAAP. Confirmation also includes the ability to perform complex reconciliations including general ledger to project and fixed asset sub-ledgers.

  • Oversight for fiscal management of governmental grants ensuring expenditures are recognized in the appropriate period and under the appropriate award guidelines and accurate information is recorded for SEFA preparation.

  • Assists supported departments with budget development and submission.

  • Reviews reports weekly to manage productivity, work performance, and resolve any issues or discrepancies.

  • Develops and updates policies and procedures; and delivers communication and training.

  • Identifies opportunities for improvements, leads problem-solving processes implements solutions.

  • Ensures all financial transactions are in accordance with state, federal, and local statutes and policies, related procedures, and generally acceptable accounting principles.

  • Has responsibility for testing and validating quarterly application updates and system enhancements.

  • Provides stellar customer service and supports governance/management decisions and team initiatives.
