Fuels Operations Lead is responsible for the day to day operations in the Fuels Storage Facility and Fuels Laboratory. Performs Laboratory testing IAW applicable directives/procedures. Maintains laboratory sampling and testing equipment and supplies. Offloads Tank Trucks and provides aviation or ground fuel to customers. Communicates with the Fuels Accountant to ensure inventories are maintained and prepares all daily accounting paperwork. Ensures the facility is inspected and documented daily and any discrepancies are reported. Provides daily safety briefings to personnel. Maintains the DLA document control files and handles disposition of material. Maintains and issues Vehicle Identification Link to authorized customers. Trains personnel on storage operations when required and maintains training records. Communicate with customers to provide prompt and quality service.

Primary Responsibilities:

  • Maintain laboratory sampling and testing equipment and supplies.

  • Perform laboratory testing as required and document results IAW applicable directives/procedures.

  • Prepare and ship samples to Area Laboratories or commercial laboratories as required and document process for tracking purposes/results.

  • Take and determine API and temperature measurements for receipt and issue tanks when required.

  • Collect and analyze product samples from receipt sources, bulk storage tanks, and dispensing equipment.

  • Implement the lock out, tag out program to prevent the use of substandard fuel or facilities.

  • Oversees storage operations, ground mobile refueling, and preventive maintenance.

  • Ensure actions directed by Management are accomplished in a safe and efficient manner.

  • Coordinate with vehicle maintenance on schedule maintenance and deficiencies.

  • Reviews aircraft flying schedules to ensure resources are available to accomplish fueling operations.

  • Document and Maintain inspection records for storage and military service station facilities, AFTO Form 39, Fuel System Inspection and Discrepancy Report.

  • Review FMD for inventory and equipment.

  • Fuel civilian or military generators and organizational tanks with mobile equipment.

  • Operate bulk storage and checkpoint.

  • Provides custodian training and implement an organizational tank inspection program IAW applicable Air Force Instructions.

  • Observes and follows all safety rules and procedures, including wearing required personal safety equipment.

  • Prepare accounting paperwork, review for accuracy and send to the Accountant.

  • Ensure the workers are performing their jobs correctly and company policies and safety rules are being followed.

  • Maintain storage and dispensing facilities.

  • Report facility deficiencies to appropriate maintenance activity.

  • Maintain quality control of petroleum fuel products.

  • Document analysis results in FMD and reviews quality trend analysis records.

  • Establish personnel controls, training program, and supply administrative procedures.

  • Other duties may be assigned from time to time.

  • May be required to perform tasking as directed on an infrequent basis at unscheduled hours to include weekends and holidays when requested.

There are no supervisory responsibilities with this position

Education, Knowledge, and Experience:

  • At least six years' experience working in Fuels is required; three years in base level general fuels, and three years in a fuels managerial capacity.

  • Knowledge of Air Force and Department of Defense fuels management instructions and procedures; laboratory analysis, receipt, handling, and storage methods; properties and characteristics of liquid propellant, gases, and petroleum products; safety precautions; fuels Manager Defense procedures; accounting procedures; and principles of inventory control. Additionally, the Operations Lead shall interpret, enforce, and comply with all Federal, State, County, and local Environmental Protection Agency (EPA) Laws.

  • Ability to obtain and maintain airfield Competency Card.

  • Ability to pass a color vision test.

  • Proficient with Microsoft Suite of products including, Word, Excel, Access and Outlook

  • Demonstrate a good attitude and ability to work as a member of a team.

  • Position requires self-motivation and the ability to work effectively under a minimum of supervision.

  • Must be able to multi-task efficiently, work in a fast paced environment on multiple projects, and have a strong attention for detail.

Certificates, Licenses, Registrations:

  • Commercial Drivers' License Class A or B with hazardous material, tanker and air brake endorsements. FMD certificate.

  • 5 Skill Level in Fuels career field.

  • Fuels Laboratory Technician SEI.

The employee must be able to stand, walk and sit for a prolonged period of time; use hands and/or fingers to handle or feel objects, tools or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 50 pounds.


Domestic travel may be required for training and program coordination.

Work Location:

The employee will primarily be located in Buckley AFB, CO.

Work Environment:

Work is regularly performed in outside weather conditions, including rain and extreme heat, near moving mechanical parts and includes occasional exposure to wet and/or humid conditions and to vibration.

GENERAL RESPONSIBILITIES The Technician Engine Operations will act as a primary test cell operator in a heavy-duty engine emissions test cell. Typical activities will include independent execution of test pans as provided by the engineering team, installation of engines in the test cell, and maintaining lab equipment. This position will require significant time spent in engine test cells. Testing will be focused on heavy-duty engines, but may involve testing a broad range of engine types. Projects may include performance and emissions development, calibration, and/or validation and compliance testing. In many cases, test results may be used to demonstrate emissions conformity to state and federal agencies, and will be conducted in compliance with 40 CFR Part 1065 and other relevant regulations.
