This National Guard position is for a FUEL DISTRIBUTION SYSTEM WORKER (Title 32), Position Description Number D1952000 and is part of the FL 125th FW, National Guard.

Responsibilities

As a, FUEL DISTRIBUTION SYSTEM WORKER, WG-5413-08, you will Inspect, operate and maintain a complete fuels distribution system(s) to receive, store, transfer and issue both aviation and ground fuels. Inspects systems for leakage, corrosion, faulty fittings, and inoperative components such as distribution lines, storage tanks, hydrant pits/outlets, oil/water separator, pumps, automatic/manual valves, meters, and system control rooms. Performs operator maintenance to include checking components for operation, adjustment, pressures, and external leakage under pressure, removing/cleaning/inspecting receipt and dispensing strainers, calibrating additive injectors, draining water from lines, tanks, filter separator vessels and dike/containment areas.

PHYSICAL EFFORT: Duties require standing, climbing, working in strained positions and lifting heavy objects weighing 50-75 pounds. Items over 75 pounds will be lifted with the assistance of other workers or lifting devices. Must meet physical requirements, including vision, hearing and depth perception.

WORKING CONDITIONS: Works inside and outside in all weather conditions, in close proximity to highly combustible aircraft, fuels/vapors and high intensity sound. The work involves common risks or discomforts that require normal safety precautions typically followed in work areas such as computer rooms and work stations. Danger of skin irritants, toxic poisoning, explosion, burns and falls. Required to wear personal protective items in accordance with Air Force Occupational Safety and Health (AFOSH) standards.

Qualifications

INTRODUCTION: The primary purpose of this position is to operate and maintain a fuel distribution system that includes a fuels laboratory, cryogenic storage, bulk storage, base service station, fuels information service center, mobile fueling operations , and to manage all accounts for missile propellants, aviation fuels, ground fuels and cryogenics utilized in support of aircraft, motor vehicles, engine test cells, powered Aerospace Ground Equipment (AGE), generators and heating systems required to support the Wing mission and transient aircraft.

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. First consideration will be given to Category 1.

TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.

INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Military Grades: Enlisted- E4 thru E5

Compatible Military Assignments: AFSC: 2F0XXX

GENERAL EXPERIENCE: Must have experience or training which demonstrates the ability to follow instructions and to safely operate the type of equipment required to accomplish the duties of the position.

SPECIALIZED EXPERIENCE: WG-08- Must have at least 12 months of experience or training working in activities such as large fuel depots or fuel farms with complex, interconnecting line and pipe arrangements, and frequent requirements for large scale movement and transfer of a variety of liquid fuels.
