The Foster Care Strategic Consultant Senior proactively seek ways to assess and support Local Departments of Social Services' (LDSS) ability to meet local, state, and federal requirements and established outcomes for children and families served. This position proactively uses a data driven approach to determine strategies to provide direction and support LDSS in establishing system changes and build LDSS capacity.

Responsibilities: ? Provides expertise regarding systems change and facilitates the development and implementation of data driven, outcome focused, and evidenced informed strategies to achieve child welfare outcomes. ? Develops and manages relationships with LDSS directors, boards, and community partners. ? Supports the implementation of CQI processes within child welfare programs administered by LDSS. ? Provides technical assistance in order to improve outcomes such as advising on workforce recruitment and retention, data analysis, operational and programmatic strategies, etc. ? Participates in QAA and foster care case reviews specific to foster care placements in foster homes and residential treatment centers. ? Assists with the development of LDSS strategic plans, program improvement plans, and corrective action plans, involving subject matter experts as appropriate. Monitors progress and adherence to plans. ? Develops creative strategies to improve customer service and organizational and operational effectiveness and efficiency. ? Develops case review systems, work closely with the CQI project manager and foster care data analyst to monitor trends. ? Assumes responsibility for LDSS operations, functioning in the capacity of a Family Services Specialist (Foster Care worker) or Supervisor in the event that the LDSS cannot fulfill its operational requirements.

Minimum Qualifications

? Comprehensive understanding of laws and regulations pertaining to foster care and permanency in Virginia. ? A comprehensive understanding of data driven decision making and CQI systems. ? Ability to conduct case reviews and make recommendations. ? Demonstrated ability to develop corrective action plans and strategies to improve customer service and program efficiency and effectiveness ? Ability to build relationships and provide assistance while ensuring requirements and outcomes are met. ? Excellent oral and written communication skills, including negotiating, influencing and listening skills. ? Demonstrated ability to take initiative, facilitate meetings, and make recommendations. ? Demonstrated ability to lead projects. ? Ability to work independently, as well as be an active team member. ? Experience analyzing business operations and recommending and implementing process improvements ? Strong research skills

Preferred Qualifications

? Bachelor or advanced degree in human services, analytics or a related field or equivalent education, training and experience preferred. ? Experience leading and managing change preferred. ? Experience in a leadership role within child welfare, with specific foster care or permanency leadership preferred.

Special Requirements

Management approval to telework is contingent upon successful completion of 6 months of employment and the business needs of the work unit. Selected candidate(s) must successfully pass a fingerprint-based criminal history background check. Selected candidate(s) will be assigned to an emergency role upon hire and is expected to perform in that capacity as needed.
