The Candidate shall provide Forward Planner services:

Specific tasks include the following:

Researching and responding to inquiries, assisting with the management of regional and worldwide plans, collaborating with Army Field Support Brigades (AFSB), in-depth research and analysis of emerging policy, regulations, directives, or industrial issues, providing assistance with preparing briefings and special studies, updating and maintaining operations and plans files in SharePoint, monitoring and tracking changing requirements, and reviewing and performing gap analysis for OPLANs and CONPLANs.

The Candidate shall provide Forward Operator services;

Specific tasks include the following:

Researching and responding to inquiries, monitoring events involving new and ongoing operations and exercises requirements, participating in training and exercise events, in-depth research and analysis of emerging policy, regulations, directives, or industrial issues, preparing briefings and information papers, updating and maintaining training and exercises files in SharePoint, researching and developing course curriculum, attending meetings and led conferences, preparing reports, assisting in the development and management of Master Scenario Event List (MSEL) injects, assisting in the developing and updating exercise event scheduling requirements, assisting in conducting training courses for Government personnel, and monitoring and tracking changing requirements. Candidate personnel shall be familiar with the development and documentation of training and exercise scenarios, as well as how command post exercises are conducted.

a. Research and Respond to Inquiries.

The Candidate shall provide the required services to research and respond to daily phone calls and email correspondence during standard business hours. Telephone calls shall be courteous and indicate contractor status. Correspondence shall be prepared in the standardized format when required and shall be technically sound and free of errors. Responses shall be made in a timely manner.

b. Monitor Events Involving New and Ongoing Operations and Exercises Requirements.

The Candidate shall provide the required services to perform research and monitoring of events involving new and ongoing operations and exercises requirements. Candidate personnel shall monitor and maintain records of program tasks resulting from operations and warfighter exercises. Advice and work products shall be current, accurate, and technically sound. Communication shall be professional and responsive.

c. Participate in Training and Exercises Events.

The Candidate shall provide the required services to participate in training events and exercises. The events may include extended work hours, including weekends and holidays. Candidate personnel shall have the capability to prepare training program packages, conduct training and briefings for high level military and civilian personnel, and assist with the preparation, participation, and documentation requirements related to warfighter exercises. Advice and work product shall be current, accurate, and technically sound. communication shall be professional and responsive.

d. Prepare Briefings and Information Papers.

The Candidate shall provide the required services to prepare briefings and information papers. Work products shall be prepared in the standardized format when required and shall be technically sound and free of errors. 100% of work products shall be vetted with the Government Lead prior to release.

e. Update and Maintain Training and Exercises Files in SharePoint.

The Candidate shall provide the required services to update and maintain the training and exercises files in SharePoint. SharePoint content shall be current, technically sound, and free of errors.

f. Research and Develop Course Curriculum.

The Candidate shall provide the required services to research and develop course curriculum for an average of two to three courses per year. The Candidate may be required to update existing military or civilian training courses. Advice and work products shall be current, accurate, and technically sound. Communication shall be professional and responsive, and 100% of work products shall be vetted with the Government Lead prior to release.

g. Prepare Reports.

The Candidate shall provide the required services to prepare the reports as outlined on the Contract Data Requirements List (CDRL). Required reports include a weekly Forward Operator Teleconference Report, a travel report and EXSUM for each training and exercises event or course instruction attended, and daily SITREPs for the duration of each exercises event. Reports shall be prepared in the standardized format and shall be technically sound and free of errors. Reports shall be current and prepared within the required timeframe.

h. Assist in Development and Management of Master Scenario Event List (MSEL) Injects.

The Candidate shall provide the required services to assist with developing and managing MSEL injects for MSEL conferences. The Candidate may be required to develop and use planning factors to respond to exercise scenarios, and may be required to present solutions to scenario based engineering or logistical support challenges. Scripted MSEL or simulation control injects shall be contingency and theater specific, and shall be integrated with and support field training exercises, with minimal rework by the Government Lead. All work products shall be submitted to Government Lead in a non-classified format after each update and prior to conference attendance.

i. Assist in Development and Updating of Exercise Event Scheduling Requirements.

The Candidate shall provide the required services to assist in developing and updating exercise event scheduling requirements. Exercise Event Scheduling requirements shall be prepared in the standardized format and shall be current, accurate, complete, and submitted within the required timeframe.

j. Assist in Conducting Training Courses for Government Personnel.

The Candidate shall provide the required services to assist with conducting training courses. Presentations and briefings shall be current, accurate, and technically sound. 100% of training products shall be vetted with the Government Lead prior to presentation or release.

k. Monitor and Track Changing Requirements.

The Candidate shall provide the required services to monitor and track

changing requirements and provide weekly input on current and changing operations requirements that may impact the

program, such as OPLAN/CONPLAN changes, customer PWS revisions, emerging missions, or changes in customer missions or operational environment. Input shall be prepared in the standardized format when required and shall be technically sound and free of errors. Communication shall be responsive and timely.

l. Assist with Development and Management of Regional and Worldwide Plans.

The Candidate shall provide the required services to assist with the development and management of regional and worldwide plans. Plans shall be written in basic five paragraph OPORD format. The plans shall include the applicable Standardized PWS.

Management support shall require weekly briefs and information papers, one weekly functional report, and written input and attendance of a weekly plans meeting. Advice and work products shall be prepared in the standardized format when required and shall be technically sound and free of errors. Work products shall be completed within the required timeframe, and 100% of work products shall be vetted with the Government Lead prior to release.

m. Collaborate with AFSBs.

The Candidate shall provide the required services to collaborate with AFSBs through daily phone calls or email correspondence. Telephone calls shall be courteous and indicate contractor status. Correspondence shall be technically sound and free of errors. Communication shall be responsive and timely.

n. In-depth Research and Analysis of Emerging Policy, Regulations, Directives, or Industrial Issues.

The Candidate shall provide the required services to perform research and analysis of emerging policy, regulations, directives, or industrial issues. Advice and work products shall be current, accurate, and technically sound. Communication shall be professional and responsive.

o. Provide Assistance with Preparation of Briefings and Special Studies.

The Candidate shall provide the required services to assist with preparing briefings and special studies. Work products shall be prepared in the standardized format when required and shall be technically sound and free of errors. 100% of work products shall be vetted with the Government Lead prior to release.

p. Update and Maintain Operations and Plans Files in SharePoint.

The Candidate shall provide the required services to update and maintain the operations and plans files in SharePoint. SharePoint content shall be current, technically sound, and free of errors.

q. Monitor and Track Changing Requirements.

The Candidate shall provide the required services to monitor and track

changing requirements and provide weekly input on current and changing operations requirements that may impact the

program, such as OPLAN/CONPLAN changes, customer PWS revisions, emerging missions, or changes in customer missions or operational environment. Input shall be prepared in the standardized format when required and shall be

technically sound and free of errors. Communication shall be responsive and timely.

r. Review and Perform Gap Analysis for OPLANs and CONPLANs.

The Candidate shall provide the required services to review and perform a bi-annual gap analysis for OPLANs and CONPLANs. Analysis shall include a review and risk assessment for logistics support of plan annexes and appendices. Advice and work products shall be current, accurate, and technically sound. Communication shall be professional and submitted within the required timeframe.

Interfaces between Jacobs, other contractors, and clients, as required. Other duties as assigned.

s. Attend Meetings and Teleconferences. The Candidate shall provide the required services to attend meetings and

teleconferences. Input and updates shall be accurate and current. Candidate personnel shall be professional and indicate candidate status at the onset of the meeting or teleconference.

Interfaces between Jacobs, other contractors, and clients, as required. Other duties as assigned.

Education and Experience:

Candidate must have two years of college and 18 years of relevant work experience or any equivalent combination of education and experience for a total of 20 years.

Demonstrated communication skills are required. Must be able to obtain and maintain a DoD Secret security clearance.

Must possess experience in acquisition and life cycle management support in one or more of the following areas: Administrative and Non-Classified Records Management, Classified Material Management/Handling, Operations Research and System Analysis (ORSA), Operations and Plans, Desk Officer, Training and Exercise, Automation/Database Management, Cost Variance Analysis, Forward Planner and Forward Operator, Project Management, Quality Assurance/Control, Property Administration, Logistics Management Specialist, Proposal Evaluation, Cost Monitoring/Variance Analysis, Technical Support for Requirements Development, Independent Cost Estimate Development, and Cost and Technical Analysis Support for the Evaluation of Competitive and Sole Source Proposals and Requests for Equitable Adjustment (REA).Must be willing to travel.

Must possess demonstrated analytical and problem solving skills. Must be able to effectively communicate with others and have demonstrated supervisory skills. Must be familiar with the use and integration of Microsoft Office application suite.

Essential Functions

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen.

Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.

Work Environment

An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.

Attendance

Regular hours will be between Monday-Friday 7:00 a.m. 5:00 p.m. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings.

Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written.

Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required.

Travel to and from customer's locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
