D.R. Horton, Inc. is currently looking for a Forward Planner for their California Operations Department. The right candidate will be responsible for overall progress and planning of projects, approval of plans and procurement of necessary permits for construction.

Essential Duties and Responsibilities

  • Secure necessary entitlements to governmental agencies required to develop lots and build homes, including but not limited to, tentative maps, rezones, final maps, subdivision improvement agreements, civil engineering plans, goetechncial report, CFD Formations, CC&R's, and environmental approvals.

  • Support Land Acquisition team with analysis of project feasibility.

  • Coordinate with Land Development team including on improvement plans, subdivision improvement agreements and final maps, through tract acceptance and bond exoneration.

  • Coordinate with other departments, as necessary, including but not limited to Construction, Land Development, Construction Services, Sales and Marketing, Legal, Land Acquisition, and Finance.

  • Serve as primary liaison between the development team and various governmental agencies and departments to manage permit and approval process. Represent Division, as necessary, in governmental and other public meetings and hearings.

  • Contract and manage team of consultants in design and development of all plans and approvals necessary to develop land and lots and build homes, including but not limited to, civil engineer, geotechnical engineer, land use planners, DRE consultant, CC&R's consultant, title company, environmental scientists, CFD/special tax consultant and other technical experts.

  • Manage projects, including design and maintenance of schedules and budgets; and reporting project progress and milestones to Division management team.

  • Manage and direct consultants in preparation of documents required to obtain DRE approval to sell homes for standard subdivisions and common interest developments (e.g., lot and phasing exhibits, DRE budgets, community information statements, CC&Rs and disclosures).

Supervisory Responsibilities

May directly supervise employees in the Forward Planning Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience

  • Associate's degree (A. A.) or equivalent from two-year college or technical school; three to five years related experience and/or training; or equivalent combination of education and experience.

  • Must have a vehicle, a valid driver's license, and be willing to travel.

This Sr Project Manager is responsible for managing land assets from project inception through securing of entitlements to bond exoneration. This includes the ability to conduct technical feasibilities, secure necessary engineering plans, permits and other governmental or quasi-governmental approvals needed to develop lots and build houses. ESSENTIAL DUTIES AND RESPONSIBILITIES: * Acquisition Due Diligence * Research and prepare fee &tech and development budgets for new properties * Develop project timelines for new community openings * Review, analyze, and summarize all risks, i.e.; environmental, political, entitlement, engineering, and/or development related * Land Entitlement and Government Approvals Review and processing of tentative maps, zone changes, final maps, civil engineering plans, applications, Formations, Annexations, architectural permits, DRE approvals, environmental approvals. Work with staff and elected bodies to manage approval process * Final Engineering and Forward Planning Consultants Contract and manage team of consultants which will likely include;civil engineer, landscape architect, land use attorneys, dry utility consultant, title company, environmental consultants and geotechnical engineers. * Architectural Permits Prepare and process all conceptual and construction drawings for project architectural product through staff and public hearings (as needed) * Budget Management Responsible to prepare and maintain fee & tech and development budgets and communicate budget status as needed to Division Finance and NAPA personnel EDUCATION/EXPERIENCE/MINIMUM REQUIREMENTS: * Education/Certifications/Licenses Bachelor's Degree required (Civil Engineering, Urban Planning, Architecture, Construction Management or similar discipline) * Experience * 5+ years prior experience in Civil Engineering, Architecture, Landscape Architecture, Public Planning and/or Forward Planning with a familiarity in dealing with Governmental Agencies and Project Management * Knowledge, Skills & Abilities * Proven ability to manage multiple priorities in efficient and accurate manner * Solid understanding of Civil Engineering and Land Development Principles * A complete understanding of fundamental Real Estate and Urban planning concepts * Consistently shows attention to detail * Exceptional communication skills both written and verbal * Proven ability to multi-task and complete tasks within a scheduled timeframe * Computer skills are a necessity (Excel, Microsoft Project) * Work Requirements * Must work 8-hour days (during core business hours) with flexibility for longer hours as needed * Must conduct business in a professional and ethical manner to potential buyers, external business associates and coworkers to reinforce goodwill and profitability for the company.
