This positions is located within a National Forest. The incumbent of this position performs a variety of technical and leadership work in support of the districts trail program.

Coordinates with others to develop a plan to manage and maintain the districts motorized and non
-motorized trail system.
Conducts trail reconnaissance to determine routine and major trail maintenance, reconstruction and reroute needs. Participates in the planning of major trail construction/reroute projects.
Provides budgetary input for the districts trail program; making recommendations on budgetary needs and adjusts trail program to stay within available funds. Recruits, coordinates, and cultivates trail volunteers and partners.
Using a variety of hand and power tools including chain saws, the incumbent works both individually and as the trail crew leader performing trail, and trails program related, maintenance and construction projects. Leads volunteer groups in trail maintenance/construction projects.
Leads and implements trail bridge construction projects. Conducts trail condition surveys and documents trail work needs and trail work performed in the Forests Trail INFRA database. Inspects trail maintenance/construction contract performance for compliance to contract terms.
Manages trail tool cache, including purchasing and maintaining tools and equipment; also fabricates custom trail tools. Locates surveys and records sustainable trail alignments for reroute/construction projects.
Provides the public with trails related information. Patrols motorized and non-motorized trails and trailheads with the use of a motorcycle (dirt bike) on narrow trails to ensure they are used in accordance with forest standards and regulations.
Promotes user compliance with Title 36 CFRs and incorporated state Off-Highway Vehicle regulations through education and enforcement, including the issuing of violation notices and written warnings.
Testifies at hearings before U.S. Magistrate as needed in support of violation notices issued that are contested.
Performs inspections and compliance checks on existing special use permits.
Performs supervisory duties 20% or less of the time.
Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the units work. Establishes and communicates guidelines and performance requirements to employees; conducts formal performance reviews; and identifies and provides for the developmental and training needs of employees.
Hears and resolves employee complaints, effects minor disciplinary measures, and recommends action in more serious cases. Performs administrative and human resources management functions for the unit; provides advice, counsel or instruction on both administrative and work matters; and assures full compliance with safety regulations.

GS-07: (1) One year of specialized experience equivalent to GS-06 level.
Specialized experience is defined as: Planned and implemented the logistics required for completion of wilderness projects, such as trail maintenance and reconstruction projects, habitat restoration projects, and invasive plant surveys; patrolled trails to ensure areas were operated, used, and maintained in accordance with trail management plans; conducted trail maintenance surveys and documented trail work needs in data management systems; or followed trail maintenance schedules and conducted inventories.
For the GS-07 there is no substitution of education for these positions.
