Responsibilities


Duties for the GS-10 full performance level:

  • Incumbent functions as sale administrator on the most complex sales on the unit.

  • Reviews the contract and related pre-sale data. such as preliminary logging plan, environment assessment, appraisal, etc.

  • Determines that all prerequisites to contract work are taken care of.

  • Reviews plans and schedules with purchasers to assure common understanding of conditions and responsibilities.

  • Throughout the life of the sale, is responsible for continuing field inspection and control of purchasers operations.

  • Determines whether utilization, slash disposal, and erosion control are adequate. Documents all findings for the sale record.

  • Takes appropriate action to correct deficiencies, and assesses penalties when needed.

  • Advises purchasers field representative of adequacy or inadequacy of operations and achieves compliance with contract terms.

  • Determines when log hauling may be allowed on system roads under construction, makes agreements, and monthly reports of progress, initiates requests for payments, bond changes, or cooperative work.

  • Ensures that all contractual obligations are met before making final inspection and recommending sale closure.

  • Coordinates sale administration duties with other unit timber and related activities.

  • Keeps supervisor informed of major problems.

  • Advises other resource specialists of activities relating to their specialty; seeks advice on new or sensitive issues and ensures that resource monitoring is done in a timely manner.

Duties for the GS-09 full performance level:

  • Reviews the contract and related pre-sale data

  • Determines that all prerequisites to contract work are taken care of.

  • Reviews plans and schedules with purchasers to assure common understanding of conditions and responsibilities.

  • Develops a schedule and plan for continuing field inspection and control of purchaser's operations.

  • Documents all findings for the sale record.

  • Takes appropriate action to correct deficiencies, and assesses penalties when needed.

  • Advises purchasers field representative of adequacy or inadequacy of operations and achieves compliance with contract terms.

  • Determines when log hauling may be allowed on system roads under construction, agreements, and monthly reports of progress.

  • Initiates requests for payment, bond changes, or cooperative work.

  • Reviews timber sale statements or account and maintains controls to insure that all payments and deposits are made.

  • Insures that all contractual obligations are met before making final inspection and recommending sale closure.

  • As personnel are available and as workload requires, trains and provides work direction to one or two harvest inspectors who perform limited phases of sale administration.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

For the GS-7 level:Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-6). Examples of specialized experience are: Performed assignments, such as collected and recorded field data for program requirements; reported observations and recommended solutions to problems; cruised and marked timber; established sale boundary lines; conducted field inspection of contract work to comply with contract specifications.

For the GS-8 level:Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-7). Examples of specialized experience are: Monitored and inspected timber sale operations having conventional contract requirements and conditions; Interpreted and explained standard timber sale contract provisions to the timber operator; Inspected going timber sales areas for compliance with contract clauses; Obtained compliance or reported noncompliance to supervisor; Prepared written reports of all sale inspections and made follow-ups on deficiencies.

For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-8). Examples of specialized experience are: Administered timber sales having conventional contract requirements and conditions; Interpreted and explained standard timber sale contract provisions; Developed a schedule and other plans for inspecting timber sale areas for compliance with contract clauses; Prepared written reports of all sale inspections and made follow-ups on deficiencies; Performed final inspections and recommended acceptance of the contract for closure.

For the GS-10 level: Applicants must have one year of specialized experence equivalent to at least the next lower grade level (GS-9). Examples of specialized experience are: Administered timber sales having complex requirements and conditions; Reviewed the contract and related pre-sale data; Developed a schedule and plan for continuing field inspection and control of purchaser's operations; Advised purchasers field representative of adequacy or inadequacy of operations and achieved compliance with contract terms; Coordinated sale administration duties with other unit timber and related activities.
