This announcement will be used to collect applications for two hiring events.

The primary purpose of this position is fire prevention and suppression. This position is included in the unit fire plan as an initial attack fire suppression position for an assigned geographical area of the district or unit.

Responsibilities

Note: This position is announced at the GS-5/6/7 grade levels.

However, the full performance will be determined by the units requirements. Keep in mind that not all prevention positions will have a full performance GS-07 grade level.

This position is being concurrently announced under USDA Demonstration Project procedures (open to US Citizens) under announcement number 19-FIREHIRE-PREV-567DP. The duty station for this position will be one of the duty locations listed in this announcement. Final determination of duty station will be made by the selecting official at the time of job offer.

Detects and suppresses fires while patrolling an assigned unit. Assesses size and potential of fires, determines need for assistance and requests appropriate resources.

Provides technical expertise on fire protection and prevention issues of special use permits, service contracts, and timber sale contracts. Performs Forest Protection Officer duties for the unit.

Performs various inspections of equipment or sites on forest land. Documents any violations of safety, regulations, etc. and forwards recommendations to appropriate enforcement or follow-up personnel. Issues permits (welding, campfire, etc) to public and private entities.

Appears in court as a government witness when required. Conducts routine inspections of areas such as electrical/electronic sites, power lines, resorts, campsites, special risk areas, timber sales sites, mining operations, gas and oil wells, and construction sites on either public or private lands within the Forest protection area. Helps present fire prevention programs in local schools.

Makes extensive public contact with constituents on fire protection issues. Investigates fires, other trespasses, accidents, and law violations on Forest Service land.

Performs wildfire suppression support as directed within training and physical and other duties as assigned. Duties listed are at the full performance level.

  • Willing to live/work in remote locations (volatile/unpredictable).

Primary firefighter positions include the following age requirements: Under age 37

  • OR- less than age 37 after subtracting the months of Federal Service worked in a primary or secondary firefighter/law enforcement position

  • OR- a veteran preference eligible, older than age 37 and is requesting a waiver to the maximum age requirement

  • OR- eligible under the Land Management Workforce Flexibility Act, older than 37, and requesting a waiver to the maximum age requirement.

WORK CAPACITY TEST (WCT) for Wildland Firefighters: This position participates in wildland firefighting activities.

Based on the type of work performed, TAKING and PASSING the WCT at the ARDUOUS level is a "condition of employment." The Arduous fitness (Pack) test requires completing a three (3) mile hike within forty-five (45) minutes, while carrying a forty-five (45) pound pack. You are strongly encouraged to consult with your physician and begin training immediately if applying for this position. This announcement constitutes the required 30 days advanced notice for testing requirements.

Some Fire positions may have Conditions of Employment such as: a valid state driver's license; a commercial driver's license (CDL); pre-appointment and random drug testing; or a physical or medical examination. There may be additional Conditions of Employment not listed here, however applicants will be notified of any specific requirements at the time a tentative job offer is made.

BACKGROUND INVESTIGATION AND FINGERPRINT CHECK: Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.

Qualifications

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided if qualifications are based on education above the high school level.

Your application or resume must clearly show that you possess the appropriate experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GS-05: One year of specialized experience equivalent to at least the GS-4 grade level; or successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position, or (b) that included at least 24 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science.

No more than 6 semester hours in mathematics is creditable; or combinations of successfully completed post-high school education and experience.

The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of qualifying specialized experience are:

Patrolled areas of controlled fires to mop-up by searching out and extinguishing any remaining burning material and operated specialized fire suppression equipment such as portable pumps or drip torches. Performed fire prevention patrols of a fixed area and inspected permitted use areas to ensure compliance with fire laws and regulations.

GS-06: One year of specialized experience equivalent to at least the GS-5 grade level; or one year of graduate level education in a position-related field of forestry or natural resources management; or combinations of graduate level education that is directly related to the position and specialized experience.

The education must have been obtained in an accredited college or university. Examples of specialized experience are: Inspected campgrounds, buildings, resorts, or other improvements for hazards or other unsatisfactory conditions.

Performed initial attack and mop-up operations by searching out and extinguishing any remaining burning material and operated specialized fire suppression equipment. Gave formal talks and informally provided information on fire related laws, rules, and regulations and /or issued various permits and ensured users were in compliance.

GS-07: One year of specialized experience equivalent to at least the GS-6 grade level; or one year of graduate level education in a position-related field of forestry or natural resources management; or combinations of graduate level education that is directly related to the position and specialized experience.

The education must have been obtained in an accredited college or university. Examples of specialized experience are:

Provided input for the unit fire prevention plan and executed regular and recurring segments of the plan.

Directed others in the performance of suppression or other appropriate action in responding to wildland fires and other wildland urban interface/intermix situations. Investigated fires, other trespasses, and law violations; assisted in identifying, collecting, and preserving evidence in determining the cause of fires.
