Responsibilities

This announcement will be used to collect applications for two hiring events.

The first application deadline will be 11:59PM EST August 30, 2018. This deadline is for the following locations:

Region (R9) - (Maine, Illinois, Ohio, Michigan, Wisconsin, Minnesota, Iowa, Missouri, Indiana, Pennsylvania, West Virginia, Maryland, New York, Connecticut, Rhode Island, Massachusetts, Vermont, New Hampshire, Delaware, and New Jersey) Region (R8) - (Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North and South Carolina, Tennessee, Texas, Oklahoma and Virginia).

The second application deadline is for all locations and will be 11:59PM EST October 15, 2018.

This position is being concurrently announced under USDA Demonstration Project procedures (open to US Citizens) under announcement number 19-FIREHIRE-IADISP-567DP. Current or former Federal employees and candidates eligible for special hiring authorities may apply to both announcements, but should be sure to apply to this Merit Promotion Announcement in order to avoid losing consideration since different referral criteria apply to each type of announcement.

Operates and/or directs the operation of various dispatch telecommunication systems.

Anticipates fire suppression needs and determines resource allocation. Coordinates aviation dispatch operations (e.g., aircraft capabilities and limitations, flight planning, aviation safety).

Reviews internal operating procedures and systems, makes recommendations for improvement, and updates/develops operating plans and mobilization guides. Organizes and reviews completed records of all orders placed and actions taken to ensure adherence to established operating procedures.

Performs, and directs others, in inputting data into a number of fire-related computer applications (e.g., incident qualification records, fire reporting systems, and automated dispatch systems) and makes assessment of outputs.

Plans and provides critical logistical support information to the supervisor for successful implementation of fire management program activities. Develops and implements fire program management project work plans.

Provides information and consults with cooperators and other interested entities. Coordinates and may assist with fire training and orientation. Provides assistance on problems encountered by lower level dispatch personnel.

Performs wildfire suppression support as directed within training and physical and other duties as assigned.

  • Successful completion of a one-year probationary or trial period

  • Minimum of 90 days of wildland firefighting experience is required

  • Willing to live/work in remote locations (volatile/unpredictable)

  • Must be 18 years of age

  • Initial appointment is subject to satisfactory completion of training

DRUG TESTING: This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.

Some Fire positions may have Conditions of Employment such as: a valid state driver's license; a commercial driver's license (CDL); pre-appointment and random drug testing; or a physical or medical examination. There may be additional Conditions of Employment not listed here, however applicants will be notified of any specific requirements at the time a tentative job offer is made.

Qualifications

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided if qualifications are based on education above the high school level.

Your application or resume must clearly show that you possess the appropriate experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GS-05: One year of specialized experience equivalent to at least the GS-04 grade level; or successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position, or (b) that included at least 24 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science.

No more than 6 semester hours in mathematics is creditable; or combinations of successfully completed post-high school education and experience. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Examples of specialized experience are: Filing and retrieving documents in a dispatching office.Assisting in preparing various maps, plans, guides, analyses, and special reports for dispatch use; receiving and processing requests for equipment, personnel, and supplies in conjunction with wildland fire and emergency incidents.

GS-06: One year of specialized experience equivalent to at least the GS-05 grade level; or one year of graduate level education in a position-related field of forestry or natural resources management; or combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

Examples of specialized experience are: Serving as a dispatcher, receiving, filling, and tracking resource requests for fire and other emergency incidents; arranging for ground and air transportation of personnel, supplies, and equipment in support of emergency and project activities; collecting, processing and disseminating weather and smoke management information into computer programs or databases.

GS-07: One year of specialized experience equivalent to at least the GS-06 grade level; or one year of graduate level education in a position-related field of forestry or natural resources management; or combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

Examples of specialized experience are: Determining the appropriate personnel and resource composition to respond to wildland fires or emergencies, as the situation demands; reassigning resources to address changing needs, such as in cases of multiple wildland or prescribed fires; coordinating aviation dispatch operations (e.g., aircraft capabilities and limitations, flight planning, aviation safety) and operating and/or directing the operation of various dispatch telecommunication systems.

SELECTIVE PLACEMENT FACTORS:

  • A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.
