This position serves as a full assistant to the supervisor of a Fire Engine Module in areas with the added complexities of wildland-urban interface, including proximity of high-value improvements, and regular and reoccurring all-hazard incidents and frequent interagency jurisdictional issues and coordination requirements located on a forest unit and is responsible for driving and operation of the engine in responding to wildland fires and other all hazard activities or other fuels related or ecosystem restoration projects.

This announcement will be used to collect applications for two hiring events.

The first application deadline will be 11:59PM EST August 30, 2018. This deadline is for the following locations:

Responsibilities

Drives the engine to fire or incident location and positions in appropriate location in consideration of safety of crew and equipment. Makes initial evaluation of fire situations, determines suppression method to use, including hose lays, deployment of crew, point of initial attack, type of tools to use, and application of water.

Responsible for the day-to-day operation of the fire engine module, prepares schedules and work plans, and sets work priorities.

May serve as initial attack Incident Commander on wildland fires, and wildland urban interface/intermix situations occurring on the unit.

Identifies and analyzes tactics and strategies employed on incidents, and revises and/or develops approaches in view of specific incident conditions.

Performs presuppression duties using basic analytical methods to identify interrelationships among data for fire management plans. Directs project work in support of ecosystem management such as prescribed fire, development of burn plans, fuels inventory, pre-attack planning, brush disposal, back logged fuels preparation and disposal.

  • You must be a US Citizen or US National.

  • Successful completion of a one-year probationary or trial period.

  • Willing to live/work in remote locations (volatile/unpredictable).

  • Must be 18 years of age.

  • Initial appointment is subject to satisfactory completion of training.

  • Must possess and maintain a Valid Driver's License.

Primary firefighter positions include the following age requirements: Under age 37

  • OR- less than age 37 after subtracting the months of Federal Service worked in a primary or secondary firefighter/law enforcement position

  • OR- a veteran preference eligible, older than age 37 and is requesting a waiver to the maximum age requirement

  • OR- eligible under the Land Management Workforce Flexibility Act, older than 37, and requesting a waiver to the maximum age requirement.

This position may require the selectee to obtain or possess a Commercial Driver's License (CDL) and therefore, is a Testing Designated Position (TDP) under the Department of Transportation (DOT)/Forest Service Alcohol and Controlled Substance Testing Program. Applicant tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use unless they currently occupy a TDP under the DOT/Forest Service Alcohol and Controlled Substances Testing Program.

Final appointment is conditional on a negative drug test. This announcement constitutes 30 days advance notice.

WORK CAPACITY TEST (WCT) for Wildland Firefighters: This position participates in wildland firefighting activities.

Based on the type of work performed, TAKING and PASSING the WCT at the ARDUOUS level is a "condition of employment." The Arduous fitness (Pack) test requires completing a three (3) mile hike within forty-five (45) minutes, while carrying a forty-five (45) pound pack. You are strongly encouraged to consult with your physician and begin training immediately if applying for this position. This announcement constitutes the required 30 days advanced notice for testing requirements.

DRUG TESTING: This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.

ADDITIONAL REQUIREMENTS

Selectee will be responsible for tax obligations related to payments for moving expenses

Qualifications

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided if qualifications are based on education above the high school level.

GS-06: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-5); OR one full year (18 semester/27 quarter hours) of successfully completed graduate level coursework that is directly related to the work of the position (such as forestry, range management, agriculture); OR combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

Examples of specialized experience are: Performed and directed others in starting pump engine, priming pump, adjusting engine speed and pump valves, laying hose appropriate nozzles and nozzle adjustment in effective use of water and foam application; Performed prescribed fire operations including preparation, ignition, monitoring, holding, and mop up; Evaluated initial fire situations, determined rate of spread, potential hazards to property and other improvements; Ensured the engine and fire equipment has been kept in full state of readiness for emergency dispatch.

GS-07: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-6); OR one full year (18 semester/27 quarter hours) of successfully completed graduate level coursework that is directly related to the work of the position (such as forestry, range management, agriculture); OR combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

Examples of specialized experience are: Implemented safety/training programs in compliance with Incident Command System, fire suppression, fireline construction, hose lays and maintenance of protective equipment; assisted with prescribed fire management, developed burn plans, and fuels inventory/preparation and disposal; evaluated initial fire situations, determined suppression method and probable causes of fire; assisted with property and procurement of equipment ensuring the engine and fire equipment have been kept in full state of readiness for emergency dispatch.

This position has been identified as High or Moderate or Low Complexity under the Interagency Fire Program Management (IFPM) or Forest Service Fire Program Management (FS-FPM) and is subject to selective placement factor requirements contained in the Interagency Fire Program Management (IFPM) Standard and Guide when filling this vacancy. IFPM or FS-FPM selective placement factors are made up of a primary and secondary National Wildfire Coordinating Group (NWCG) core Incident Management Qualifications and Required Training. The applicant must possess these qualifications at the applicable complexity level to be considered eligible for this position.

SELECTIVE PLACEMENT FACTORS:

  • Successfully completed the Primary NWCG Core Requirement of Engine Boss (ENGB).

  • Successfully completed the Secondary NWCG Core Requirement of Incident Commander Type 5 (ICT5).

  • Successfully completed NWCG Course #S-211, Portable Pumps and Water.

In order to be considered for this position, copies of your Incident Qualification and Certification System IQCS) Master Record (or equivalent training documents) which contain documented proof of the certification or attainment of the IFPM Selective Placement Factor for this position MUST be attached to your application. Red cards are not acceptable documentation.

Currency Requirement: Required to maintain currency once hired into the position. Currency of NWCG qualifications is not required for selection.

If not currently qualified, the applicant must provide documented evidence that they have been fully qualified in the past, and are able to regain currency within one year of being hired. Failure to provide this documentation will result in disqualification.
