This position is located on George Washington & Jefferson National Forest, Eastern Divide Ranger District, Blacksburg, Virginia.

The incumbent serves as a principal assistant on a Ranger District performing work in support of the unit's recreation program. Responsible for implementing both annual and long-term work plans.

Responsibilities

Performs all aspects of Special Use Permit administration for activities within undeveloped and developed areas of the unit. Maintains developed sites e.g., roadside and/or backcountry dispersed sites.

Makes repairs, removes or replaces facilities, or closes areas of facilities when hazards cannot be promptly eliminated. Maintains District recreation facilities such as toilets, road closure gates, hand pumps, water systems, picnic tables, fire rings, barriers, dumpsters and other miscellaneous structures .

Protects the scene of any incidents and relinquishes control to police or other law enforcement officials. Patrols management unit to collect use data, identify or correct unsafe conditions, answer visitor inquiries, prevent vandalism and other anti-social behavior, gather current information recreation opportunities, and prevent theft of Forest resources and their destruction resulting from carelessness with fire.

Enforces Federal Regulations to protect life and property. Coordinates enforcement activities with local FS law enforcement personnel.

Participates with other resource personnel to develop long-range plans for managing recreation resources within management developed and dispersed recreation sites on the unit. Participates in the development of plans for recreation area maintenance, rehabilitation, reconstruction, and construction projects in accordance with program management objectives and policies.

Develops annual work plans for management unit. Prepares detailed project work plans and schedules, including required personnel, equipment, and supplies.

Is the point of contact with community organizations and interest groups to generate interest in and utilization of forest recreation facilities. Involves the community in program and activities, determines, and recommends possible public involvement.

Coordinates group visits with operational personnel and communicates schedules and requirements for logistical support. Recruits and trains volunteers .

Travel Required

Occasional travel - Occasional travel with overnight lodging may be required for meetings, training, workshops, and field/site visits.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement (or date of referral if an Open Continuous announcement) as defined below. For the GS-6 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-5); OR one full year (18 semester/27 quarter hours) of successfully completed graduate level coursework that is directly related to the work of the position (such as forestry, range management, agriculture); OR combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

Examples of specialized experience are: Assist with inspection of special use permits such as, outfitter guide operations, issue notices, and report to supervisor; inspect and maintained recreation facilities and areas; lead or coodinate a small crew of volunteers to accomplish recreation maintenance and construction projects; patrol forest areas to enforce federal regulations and assist with the enforcement of off-road vehicle restrictions.

For the GS-7 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-6); OR one full year (18 semester/27 quarter hours) of successfully completed graduate level coursework that is directly related to the work of the position (such as forestry, range management, agriculture); OR combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

Examples of specialized experience are: Serving as the point of contact with community organizations and interest groups to generate utilization of forest recreation facilities; assisting in the development of plans for recreation area maintenance, rehabilitation, reconstruction, and construction projects in accordance with program management objectives and policies;; and participating in all aspects of Special Use Permit administration for activities within undeveloped and developed areas of the unit.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
