This position is located on GW/Jeff National Forest in Hot Springs, VA.

Position is located on a Forest Service unit. The primary responsibility is to administer timber sales having complex requirements and conditions.

Responsibilities

Duties listed are at the full performance level:

  • Functions as a sale administrator who administers complex sales on the unit involving a combination of three or more of the following complexities: Streamside Management Units with special protection requirements; tractor yarding with pre-designated skid trails; harvest within sensitive visual corridors; known cultural resources within sale area needing protection; and endangered, threatened or sensitive species of plants or animals within the sale area.

  • Responsible for Timber Sales Preparation duties. Reviews the timber sales contract package; determines plans and arranges for the resources needed to complete the layout of sales; identifies and verifies the land status and environment constraints affecting layout of the proposed project on the ground; reviews, compiles and analyzes field data.

  • Determines that all prerequisites to contract work are taken care of such as, but not limited to, advance deposits, delegations of authority, road construction and timber cutting coordination, improvement locations, operating schedules, logging plan preparations, scaling arrangements, and environmental protection measures.

  • Advises purchaser's field representative of adequacy or inadequacy of operations and achieves compliance with contract terms, including safety and employment requirements. Documents all findings for the sale record.

  • Keeps supervisor informed of major problems. Advises other resource specialists of activities relating to their specialty; seeks advice on new or sensitive issues and ensures that resource monitoring is done in a timely manner. As personnel are available and as workload requires, trains and provides work direction.

Qualifications

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided for qualifications based on education. Your application or resume must clearly show that you possess the appropriate experience requirements.

For the GS-7 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-6); OR one full year (18 semester/27 quarter hours) of successfully completed graduate level coursework that is directly related to the work of the position (such as forestry, range management, agriculture); OR combinations of graduate level education that is directly related to the position and specialized experience.

The education must have been obtained in an accredited college or university. Examples of specialized experience are: Performed assignments, such as collected and recorded field data for program requirements; reported observations and recommended solutions to problems; cruised and marked timber; established sale boundary lines; conducted field inspection of contract work to comply with contract specifications.

For the GS-8 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-7); OR two full years (36 semester/54 quarter hours) of successfully completed graduate level education or masters degree if the coursework is directly related to the work of the position (such as forestry, range management, agriculture); OR combinations of graduate level education that is directly related to the position (in excess of 18 semester/27 quarter hours) and specialized experience.

The education must have been obtained in an accredited college or university. Examples of specialized experience are: Monitored and inspected timber sale operations having conventional contract requirements and conditions; interpreted and explained standard timber sale contract provisions to the timber operator; inspected timber sales areas for compliance with contract clauses; prepared written reports of all sale inspections and made follow-ups on deficiencies; cruised and marked timber; established sale boundary lines; collected and recorded field data for program requirements.

For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-8); OR two full years (36 semester/54 quarter hours) of successfully completed graduate level education or masters degree if the coursework is directly related to the work of the position (such as forestry, range management, agriculture); OR combinations of graduate level education that is directly related to the position (in excess of 18 semester/27 quarter hours) and specialized experience.

The education must have been obtained in an accredited college or university. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements with 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
