Pay Grade: 402

Salary Range: $64,906 - $78,202

FLSA: Exempt

Position Purpose

Assists and supports the Fleet Manager with all aspects of the Transportation fleet maintenance and repair to ensure proper oversight, performance and safety for Fort Worth ISD vehicles; plans, organizes, and supervises school bus and vehicle fleet maintenance and repair program. Assist with oversight of fleet operations including assisting with fleet purchasing and registration. Assists in maintaining the database inventory of all school buses, parts with preventive maintenance schedules, and bus replacement schedules. Ensures Transportation fleet management locations are operating effectively and efficiently. Makes fiscally responsive recommendations regarding repair and replacement or recommends decommissioning of fleet vehicles as supported by data. Supervises and evaluates Transportation Assistant forepersons, mechanics and technicians ensuring appropriate training is provided as needed.

ESSENTIAL JOB FUNCTIONS

  • Supports department leadership in managing scheduled and unscheduled maintenance of a large fleet of school buses and vehicles, and preventive maintenance and in-house warranty programs approved by major bus and vehicle manufacturers.

  • Reviews technical and legal written materials regulating school bus and other vehicle repair.

  • Investigates school bus accidents when equipment failure is suspected.

  • Records and maintains vehicle preventive maintenance schedules.

  • Prioritizes repairs and assigns work orders to appropriate shop staff.

  • Monitors mechanical performance of fleet to ensure on-time routes.

  • Ensures external vendor repairs or warranty work is completed.

  • Maintains a vendor performance matrix to ensure quality.

  • standards are met.

  • Oversees and maintains replacement of existing equipment.

  • Organizes and facilitates routine meetings with Fleet Maintenance personnel to share information and discuss issues and/or concerns.

Policy, Reports, & Laws

  • Implements federal and state law, State Board of Education rule, and board policy.

  • Compiles, maintains, files, and presents all reports, records, and other documents required in fleet management software program.

  • Ensures that employee time records are accurately maintained and data necessary to process transportation payroll is delivered in a timely manner.

Budget & Inventory

  • Administers budget based on documented needs and ensures that operations are cost effective, and funds are managed wisely.

  • Aids in preparation of monthly shop budget updates and presents financial reports to Transportation leadership.

  • Supports development of maintenance recommendations and budget projections based on the anticipated needs of the fleet.

  • Prepares repair and service invoices.

  • Facilitates procurement of vehicle parts, supplies and shop equipment.

  • Maintains shop inventory using just-in-time (JIT) management and materials requirement planning (MRP) to make fiscally responsive procurement decisions.

Operations Compliance

  • Complies with OSHA and safety requirements; coordinates with the Safety & Security Office.

  • Enforces safety standards that conform to state, federal, and insurance regulations.

  • Coordinates with other teams to ensure that vehicles/equipment are in safe operating condition.

  • Develops a program of preventive safety and provides training and orientation to all skilled maintenance general personnel in safety procedures and proper use of tools and equipment.

Safety

  • Ensures staff performs preventive maintenance on tools, equipment and the district's vehicle fleet ensures all tools, equipment and the vehicle fleet is in safe operating condition

  • Ensures staff follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.

  • Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

Supervisory Responsibilities

  • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

Knowledge, Skills & Abilities

  • Knowledge of the standard practices, tools and equipment of the automotive vehicle maintenance and repair trade.

  • Knowledge of the procurement of automotive parts, supplies, shop equipment and vehicles; inventory procedures.

  • Knowledge of TCEQ Hazardous Waste requirements.

  • Knowledge of Texas School Bus Specifications

  • Knowledge of Texas Transportation Code and Texas Education Code as related to Student Transportation

  • Knowledge of gasoline, diesel and fuel engine maintenance and repair.

  • Knowledge of basic computer operation--- laptop used for engines and system diagnostics.

  • Knowledge of new methods and procedures used in automotive repair.

  • Knowledge of safety protocols, including District rules and regulations, OSHA, and Texas rules of the road.

  • Skill in judgment and creativity in decision-making; considering the relative costs and benefits of potential actions to choose the most appropriate one.

  • Skill in managing one's own time and the time of others.

  • Skill in coordinating, planning, organizing, leading, and completing projects.

Travel Requirements

  • Travels to school district buildings and professional meetings as required.

Physical & Mental Demands, Work Hazards

  • Tools/Equipment Used: Standard office equipment, including computer and peripherals; automotive diagnostic equipment; wheel balancing equipment; tire repairing equipment; small hand tools; power tools; welding torch; torque wrench; jack and lift equipment; school bus and District vehicles.

  • Posture: Prolonged sitting; moderate standing; moderate stooping, squatting, kneeling, bending, pushing/pulling (up to 10 pounds), and twisting; work in strenuous and uncomfortable positions.

  • Motion: Frequent repetitive hand motions; frequent keyboarding and use of mouse; moderate walking; grasping/squeezing, wrist flexion/extension, and overhead reaching; moderate driving.

  • Lifting: Occasional heavy lifting and carrying (up to 50 pounds) equipment and vehicle parts.

  • Attendance: Regular and punctual attendance at the worksite is required for this position; works irregular hours and responds to after-hours emergency calls.

Minimum Required Qualifications

  • Education: (See approved combinations of Education & Experience below)

  • Accredited High school diploma or GED, or Texas Certificate of High School Equivalency required;

  • Associate's degree from accredited college or university preferred.

  • Certification/License:

  • Required:

  • Clear and valid Texas CDL Class B driver's license with (P) passenger and (S) school bus endorsement or ability to obtain a CDL within 90 days after employment, passing the CDL Entry Level Driver Training (ELDT) Knowledge Test within 60 days;

  • Insurable by the District's insurance carrier required;

  • Complete a 20-hour certification course for a Texas School Bus Driver Safety Training Certificate within 90 days of hire date required.

  • Preferred:

  • Valid ASE Master Certification in Diesel Engines;

  • Valid Certification for Recovery & Recycling of Refrigerant from Mobile Air Conditioning Society (MACS) or another recognized certification organization;

  • Valid Texas State Vehicle Inspector certification.

  • 5-7 years' in automotive maintenance and repair; with advanced knowledge of automotive diagnostics, repair and maintenance processes;

  • Supervisory experience preferred.

  • Additional Requirements:

  • Employees must provide necessary personal tools to perform assigned duties. FWISD is prohibited from replacing stolen or broken personal property;

  • Must be able to pass annual physical;

  • Must be able to pass a recurring 8-hour Bus Driver Safety Training course provided by the District to maintain the CDL license.

  • Language: Bilingual (English/Spanish) working proficiency preferred in some settings.

INSURABILITY REQUIREMENTS FOR ALL DRIVERS

  • Must be at least 21 years old.

  • NO positive drug or alcohol tests including pre-employment, random, post-accident or reasonable suspicion.

  • Driving and accident record:

  • NO more than 2 violations during previous 36 months including:

  • moving traffic violations (including no more than 1 preventable accident);

  • failure to provide proof of valid driver's license or proof of insurance;

  • equipment violations.

  • NO Driving Under the Influence (DUI) for drug or alcohol.

  • NO leaving scene of an accident (bodily injury or physical damage).

  • NO vehicular assault, manslaughter, or homicide.

  • NO operating a vehicle with suspended or revoked driver's license.

  • NO reckless driving, speed contests, drag racing, or highway racing.

  • NO use of a vehicle in commission of a felony.

  • NO operating a vehicle without owner's permission (unauthorized use or grand theft).

  • NO permitting an unlicensed person to drive.

  • NO speeding more than 20 mph over the posted speed limit.

  • NO history of a conviction in a commercial or personal motor vehicle.

  • Additional restrictions may apply if directed by FWISD's Fleet Insurance Carrier.
