What you'll be doing:
Identify foreign non-developmental equipment that could fulfill DAF requirements
Support the Office of the Secretary of Defense (OSD) Foreign Comparative Test (FCT) program to guide candidates into viable FCT projects
Organize and support DAF FCT prioritization boards, document results of boards, and prepare correspondence for Government signature informing stakeholders of board results after appropriate coordination and approvals
Track programmatic and financial execution of OSD-approved FCT projects, reconcile financial execution data, review program office quarterly reports for accuracy, and consolidate information provided to OSD to support oversight and congressional reporting requirements
Develop and present periodic status reports, briefings, point papers; draft official correspondence for Government approval
Advise and assist DAF Senior Leaders regarding the FCT program
Experience:
Minimum Experience:
Citizenship: Must be a US citizen
Clearance: Must have and be able to maintain a Top Secret clearance with SCI and SAP Eligibility
Education: Master's degree
Years of Experience: 12 years' experience coordinating International Armaments Cooperation (IAC) activities and Foreign Comparative Testing
Thorough understanding of the DAF test and evaluation program
Demonstrated experience developing, coordinating, implementing, and tracking IAC agreements
Understanding of IAC programs, including International Cooperative Research and Development (ICR&D), Foreign Comparative Testing (FCT), and the Coalition Warfare Program (CWP)
Demonstrated experience interpreting laws, regulations, and guidance required to develop, coordinate, and implement International Agreements, including:
DoDI 5530.03, International Agreements
DoD7000.14-R, Financial Management Regulation
AFI 51-701, Negotiating, Concluding, Reporting, and Maintaining International Agreements
AFI 16-110, DAF Participation in IAC Programs
AFMAN 16-114, Procedures for DAF Participation in International Armaments Cooperation (IAC) Programs
AFI 16-201, DAF Foreign Disclosure and Technology Transfer Program
Preferred Experience:
Preferred Education and Experience: Master's degree in International Affairs, Security Cooperation, and/or International Business
