SPECIFIC JOB DESCRIPTION:

Air Force Central Command FP Consultant, Physical and Personnel Security Management(FP) Planner: ANSER is seeking qualified personnel to support 9AF (AFCENT) high-level analytical services and consulting and management expertise to 9AF (AFCENT) staffs responsible for: program management, operational employment of airpower, joint operations, intelligence, logistics, information technology, Air Operations Center (AOC) operations, deliberate and contingency planning and supporting programs, operational employment of air combat weapons systems, and other functional areas required by mission demands.

SKILLS & EXPERIENCE:

Candidate will Advise 9AF (AFCENT)/FP on coordination of air base defense, antiterrorism, FP, and physical security support with USCENTCOM, the Air Staff, and host nation forces. Assess security vulnerabilities and design security systems based on the analysis of the intent; facilitate necessary testing and ensure defined periodic checks are performed and properly documented.

Identify service performance limits and monitoring utilities concerns; provide solution elements including the use of supplier provided technologies and services. Assist with new development, implementation, maintenance, and adherence of the access entry control architecture and software, operating processes, and alarm and surveillance systems for project planning efforts. Advise senior FP staff in identifying, developing, implementing, and maintaining physical and personnel security processes across the 9AF (AFCENT) Headquarters (HQ), interface with senior leadership or security managers regarding security related issues.

Conduct security manager training to 9AF(AFCENT) and outside agencies security managers; identify personnel security and non-disclosure requirements, operational policy and procedures, issuance of initial or revalidation of security badge, and security manager response requirements to quarterly reports identifying disabled and missing security badges. Draft and recommend for approval, policy and procedure changes to USCENTCOM Instruction 31-201, Entry Procedures to HQ 9AF (AFCENT) Facilities. Initiate new or revised procedures, programs, and initiatives as needed to address changes in Government requirements or to improve program efficiencies.

Review DoD Foreign Visits System (FVS) requests. Process 9AF (AFCENT) Foreign National Visitor Collateral/SCI Request Forms and provide guidance to the host Directorate. Ensure form is processed properly through OSI Det 212 Office, FP for collateral or SSO for SCI clearance verification, and Foreign Disclosure Office (FDO) for level of disclosure permitted prior to granting access.

Monitor contractor personnel and physical security professionals; direct day-to-day administration and supervision, coordinate staff training, generate work schedules, and correct deficiencies. Monitor personnel and visitor access; maintain access control to facilities regarding identification and personnel/visitor control. Provide expert knowledge in physical security for controlled areas; assist in the development of Program Security documentation, Standard Operating Procedures (SOPs), System Security Plans, and facility checklists; effectively communicate information to various audiences.

Provide Personnel and Industrial Security program expertise; verify Government and contracted personnel security clearance in the Defense Information System for Security (DISS) or other approved Department of Defense (DOD) system; provide guidance to Facility Security Offices (FSOs), security managers, senior leadership and key personnel. Assist 9AF (AFCENT) Security Managers with their requirements at the request of government personnel. USAFCENT/SSO grants Level 8 access; assist SSO with Automated Entry Control System (AECS) and security credential requirements.

Create, code, and issue personnel their permanent 9AF (AFCENT) credential upon completion of their indoctrination of SCI.Advise on coordination of personnel security and special security matters with the servicing 20th Fighter Wing Personnel Security and 9AF (AFCENT) Special Security Office (Shaw SSO) program managers.Provide force protection orientation and training for distinguished visitors and Permanent Change of Station (PCS) personnel traveling to the AOR.Assist FP Director and Deputy Director in managing and completing tasks within the Task Management Tracker (TMT) system. Manage, operate, monitor, and maintain Video Image Control and Display System (VICADS). Manage and oversee VICADS robust configuration parameters including alarm point priority assessment, automatic or manual call up policies, automatic pan, tilt, zoom (PTZ) presets upon alarm and intelligent queuing logic for multiple alarms. Provide technical analysis of intrusion detection, surveillance video, and system management.

Report findings to senior leadership and key personnel. Advise senior FP staff in identifying, developing, implementing, and maintaining physical and personnel security processes across the HQ. Interface with senior leadership or security managers regarding security related issues. Have ability to obtain a US Passport and meet visa requirements for travel Outside the Continental United States (OCONUS) and to USCENTCOM AOR countries.

Specific Qualifications:

  • Active Top Secret clearance with SCI

  • Minimum 10 years of AT/FP, base defense and mission assurance based experience at the MAJCOM, equivalent or other higher headquarters organization.

  • Possess a working knowledge of the US Central Command , and an understanding of the relationships and general interactions between each nation within

  • Five (5) years experience with Internet Protocol (IP) networking, Windows-based servers and workstations; hardware and software, as well as, Command and Control Display Equipment (CCDE), and security and video surveillance.

  • Certified or five (5) years experience with USAF Automated Entry Controls Systems, Vindicator or Hirsch products is required. Requires extensive knowledge of DoD, USAF, and local instructions, policies, procedures, and security manager programs.

  • Certified or five (5) years experience with VICADS operation, administration, and troubleshooting on VICADS video management systems.

  • Maintain DISS level 3 access for collateral and level 5 access for Top Secret/Special Compartmented Information (TS/SCI) caveats clearance verifications or equivalent Defense Security Service (DSS) security systems.

  • Operational experience in the USCENTCOM theater (preferred)

  • Strong interpersonal/social skills; proven staff officer/contractor support excellence

  • Exceptional written and verbal communication skills

EDUCATION & YEARS OF EXPERIENCE:

  • Bachelors degree of higher and 5+ years of relevant experience OR Associates degree and 8+ years of relevant experience
