This position is the Forensic Laboratory Services Bureau (FLSB) information technology manager who will administer the technology systems of seven crime laboratories, the toxicology laboratory, the CODIS DNA Unit and the Impaired Driving Section that manages DUI information and drug recognition programs for the entire state. This significant public service position will enable the FLSB use of technology to help them achieve their mission
This is what you will do:
Oversee and manage the technology operations of the forensic laboratories, including planning future technology strategies, identifying and resolving technical incidents and problems, keeping existing systems running; and managing daily operations including to responding to business work orders.
Represent and advocate for the Forensic Laboratory Service Bureau (FLSB) business and technology needs to the Information Technology Division and Electronic Services Division.
Represent the WSP technology policies, procedures, and programs to the FLSB business units.
Manage a team of 8 technical staff, creating a collaborative environment that leads to high-productivity. This team supports the dynamic forensic examination needs of the State Crime Labs (7) Division and the Toxicology Division.
Manage FLSB vendor contracts and relationships.
Plan, organize, control, and lead FLSB projects that include software development, procurement and deployment of software, technologies, and scientific equipment.
Support the administration of the Laboratory Information Management System (LIMS) used by the forensic scientists for case management.
Support improvements in forensic laboratory procedures through applying enabling technologies.
Direct and manage the state-wide Sexual Assault Kit Tracking program.
Direct and manage the polling of breath test data from 200 breath test instruments located throughout the state.
Direct and manage the support of the CODIS DNA systems used by the State Crime Labs.
Participate as a member of the ITD Extended management team and as a member of the Application Development and Support Section management Team. Serve as a member of the Crime Lab and Toxicology divisions' management teams, representing technology interest.
This is who you will work with:
This position interacts with the FLSB director, FLSB Division/Section Leaders, Crime Lab Managers, Toxicology Lab Manager, stakeholders, OCIO consultants, other ITD section managers, and manages vendor contracts and activities.
OR_ four years of information technology management experience
Competency in using Microsoft Office (Outlook, Word, PowerPoint, Excel, Visio) and Microsoft Project
Three or more years' of experience as a supervisor
Additional Required Competencies:
Project Management experience Ability to plan, organize, control, and lead information technology projects. Project management includes topics of scope management, schedule management, communications management, quality management, procurement management, risk management, and project execution.
Government IT Management
Problem Solving The ability to define business and technology issues, identify root causes, and develop strategies to resolve the problems.
Special Conditions of Employment:
Must acquire Criminal Justice Information System Security and Awareness training for Level 4 Security Test within 6 months of appointment and maintain current status for the duration of employment in the Forensics Laboratory Services Bureau's system support teams.
Must pass a FBI background check for the support of the FBI Combined DNA Index System (CODIS).
Must acquire and stay current with the Forensics Laboratory Services Bureau's safety procedures. When required must provide a DNA sample for screening but is not placed into the CODIS system.
The position is required to provide off hours phone access information for a phone tree.
Bachelor's Degree in Computer Science or Information technology
Two years working within government information technology environment
Two years' experience managing with information technology infrastructure responsibilities including server support and network support
