THE DIVISION

The Division of Dam Safety & Floodplain Management at DCR is looking for the best and the brightest the Commonwealth has to offer! And right now we're in need of a qualified, dynamic, motivated individual to join our team as a Program Admin Coordinator for Dam Safety and Floodplain Management.

The Division of Dam Safety and Floodplain Management has an award winning team and data tracking system that positions the division as a leader in dam safety and floodplain management. Dam safety staff work to provide for proper and safe design, construction, operation and maintenance of dams to protect public safety.

The floodplain management team is charged with improving Virginia's flood protection programs and is designated as the coordinating agency of the National Flood Insurance Program and for resilience planning efforts. Both Dam Safety and Floodplain Management, offers technical assistance and community education, coordinates with other state and federal agencies, and receives and provides grant funding through federal and state sources.

The Dam Safety and Floodplain Management team has a mission to protect the lives and property of the Commonwealth's citizens from natural and manmade flooding through the implementation and administration of Virginia Dam Safety Act (§ 10.1-604 et seq.) and Impounding Structure Regulations (4VAC50-20).

THE OPPORTUNITY

The Department of Conservation and Recreation (DCR), Division of Dam Safety and Floodplain Management has a mission to protect the lives and property of the Commonwealth's citizens from natural and manmade flooding. Working to conserve, enhance and protect natural and beneficial floodplains is critical to resilience efforts throughout the Commonwealth.

The Division of Dam Safety and Floodplain Management is seeking a qualified, dynamic and motivated individual to serve as the Floodplain Program Planner for the Virginia Floodplain Management Program. The Floodplain Management Program coordinates flood protection programs and activities in the Commonwealth in accordance with Chapter 6 of Title 10.1 of the Code of Virginia and manages activities related to the Community Flood Preparedness Fund.

To help fulfill the agency's mission to protect lives and property, this position provides regulatory reviews, support and assistance to local governments, citizens and stakeholders. This position actively participates in public engagement with state, local, federal and community partners and is a critical team player in the delivery of relevant training and technical assistance and outreach and education awareness messaging across the Commonwealth.

This position is responsible for the implementation of agency goals to ensure that state and local floodplain needs are met, supporting FEMA's National Flood Insurance Program (NFIP), the Community Rating System (CRS) Program and resilience efforts in the Commonwealth. Additionally, this position assists with flood hazard mitigation planning efforts and as necessary, flood disaster response and recovery efforts. Floodplain Program Planners have responsibility for assisting with implementation and management of federal and state grant programs including, but not limited to CAP-SSSE, CTP, DSFPPAF, CFPF and RVRLF.

Minimum Qualifications

Knowledge of the principles of surface water hydrology, associated backwater and hydraulic computation processes, the principles of floodplain management, and community and environmental planning.

Ability to work with diverse groups and organizations to promote sound floodplain management practices.

Knowledge of applicable federal and state laws and regulations.

Demonstrated excellent written and oral communication skills and proficiency in word processing, spreadsheets, and databases.

Previous work experience, which demonstrates the ability to use GIS to analyze data and create maps.

Ability to travel, work in physical field environment, work effectively with minimal supervision, lead and work well with people, and develop and make presentations.

Preferred Qualifications:

Bachelor of Science Degree in urban planning, environmental planning, hydrology, hydrogeology, geology, earth science, water resources, atmospheric science, environmental science, agricultural engineering, environmental engineering or civil engineering with a minor in hydrology/hydraulics, hydrology, watershed management, or a closely related field and/or a combination of closely related training and experience to achieve the necessary knowledge, skills, and abilities.

Progressive experience in applying planning principles, hydrology or watershed management, researching, interpreting, and communicating complex legal and/or technical subjects.

Valid Driver's License and ability to travel by car. Must possess the ability to traverse outdoor environments, work in all weather conditions, and be exposed to environmental elements. Must be a Certified Floodplain Manager (CFM).
