POSITION SUMMARY

Under general direction, organizes, monitors, and supervises the fleet services operation within the Public Works Department to perform a variety of technical tasks relative to vehicle and equipment maintenance with a focus on high quality service and work products. Directs activities of personnel engaged in inspecting, repairing, and maintaining a variety of vehicles and equipment to ensure compliance with state, federal and city requirements. Coordinates the acquisition and disposal of the city's vehicle fleet.

Reports to: Public Works - Maintenance & Operations Manager

Direct Reports: Fleet Parts Technician, Fleet Technician Lead, and Fleet Technicians

DUTIES AND RESPONSIBILITIES

Essential Duties & Responsibilities

  • Organize, plan, prioritize, assign, supervise, and review the work of staff responsible for vehicle and equipment maintenance.

  • Work with the City of Sheridan and the Cherry Hills Village as outlined in the approved intergovernmental agreements for vehicle maintenance, including updating and negotiating revised agreements when needed.

  • Implement and monitor preventative maintenance programs to assure cost-effective maintenance in accordance with manufacturer's specifications and prolong the lifespan of the vehicle; establish schedules and methods for providing vehicle and equipment maintenance services; allocate resources accordingly.

  • Supervises all Division personnel including hiring, evaluation, coaching & development, and discipline.

  • Participate in the development of goals & objectives to deliver quality service at established levels of service; monitor and document levels of service on an on-going basis; prepare reports, as needed.

  • Develop and implement policies & procedures to ensure high quality, consistent service, and operations; make recommendations for changes and improvements to existing policies and procedures; monitor work activities to ensure compliance with established policies & procedures.

  • Implement and maintain a mechanic training and certification program to provide needed technical skills; develop individualized training plans for each staff member; assist with coordination of training.

  • Ensure adherence to safety regulations; enforce safety practices and procedures; ensure employees receive appropriate safety training; ensure employees receive and utilize personal protective equipment.

  • Provide oversight for compliance programs such as disposal of hazardous and toxic waste products; prepare, submit, and maintain records of all activities; respond to inquiries from compliance agencies; analyze and implement solutions to new requirements.

  • Participate in the preparation and administration of the division budget and Capital Equipment Replacement Fund (CERF) budget; submit budget recommendations; monitor expenditures to ensure budget is not exceeded.

  • Oversee computerized fuel management system to ensure proper inventories and accurate billing to departments & external clients.

  • Maintain vehicle and equipment maintenance records and repair costs; prepare charges for user departments & external clients.

  • Maintain records and documentation regarding Division operations and programs using a computerized asset management software program; prepare reports on operations and activities, fuel usage, etc.; analyze records and reports to evaluate operational efficiency and economy.

  • Monitor and oversee control of supplies and equipment needed for maintenance & repair activities; oversee the efficient and cost-effective ordering of parts, supplies, tools, and other materials; complete purchases in accordance with the city's Procurement Policy; administer contracts.

  • Identify vehicles and equipment in need of replacement; research alternatives and make recommendations in consultation with user departments; prepare specifications; create necessary documentation to purchase vehicles & equipment in accordance with the city's Procurement Policy.

  • Solicit bids from vendors for various contract services; manage contracts for service in accordance with the established scope of work.

  • Establish and maintain effective working relationships as well as communicate effectively with others including citizens, employees, government officials, and vendors; communicate effectively; investigate complaints and recommend corrective action as necessary to resolve concerns.

  • Ability to work on call as needed.

Other Duties & Responsibilities

PREPARATION AND TRAINING

Education: Associate degree in a related field preferred

Work Experience: A minimum of four (4) years' increasingly responsible experience in the automotive industry; and a minimum of three (3) years of supervisory experience

Required Driver's License: Valid Class B Commercial Driver's License

An equivalent combination of education, training and relevant job experience may be substituted.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge

  • Knowledge of principles and practices of fleet management

  • Knowledge of methods, techniques, and procedures involved in maintenance repairs and replacement.

  • Knowledge of an automated fleet management system software and fuel monitoring programs

  • Knowledge of state & federal regulations pertaining to fleet operations and vehicle management & maintenance

  • Knowledge of basic budgeting principles

Skills and Abilities

  • Ability to function and perform effectively as a supervisor.

  • Ability to plan, organize and direct the work of employees engaged in the repair, maintenance, and management of vehicles & equipment.

Computer Skills

  • Strong skills needed to work with computerized asset systems and Microsoft Office products.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

Work is performed primarily in an office setting as well as inside the City's garage and occasionally outside. Works near moving mechanical parts; exposed to fumes, airborne particles and various chemicals, some of which may be toxic. The employee is exposed to various conditions including noisy, hot and cold conditions

HOURLY RATE

$75,671 - $113,507/Annual Rate
