Seattle Public Utilities'(SPU) Facilities and Fleet Management Section is looking for a talented Fleet Operations & Data Analyst (Senior Management Systems Analyst) to lead fleet financial data operations. As a Sr MSA, your primary responsibilities will be to manage, analyze and report out on fleet costs and fleet performance; manage data on fleet replacements and create scenarios; develop and implement data systems improvement strategies to enhance workflow; and provide customer service to end users. Additional responsibilities will include building the structure for fleet and resiliency work and performing business process improvements to name a few.

This position will report to the Fleet Management Supervisor within the Facilities and Fleet Management section of the Logistics Division in the Drainage and Wastewater Line of Business. This position is required to report to the office five days a week.

  • Prepare the 6-year Capital Investment Program (CIP) budget forecast for the purchase of heavy vehicles and equipment, develop annual budget recommendations, and work with the Fleets Supervisor and CIP leads for each fund.

  • Monitor the annual operating and CIP budget spending plans for the Fleets office and update CIP budget spending in budget systems.

  • Develop annual programmatic business cases for heavy equipment replacement and present to executive leadership. This work includes participating in the development of the vehicle and equipment replacement schedule, ensuring sufficient budget capacity, and overseeing the paperwork for the disposal/surplus of heavy equipment.

  • Perform data review and cost analysis work to develop monthly, quarterly, and annual fleet productivity and operational reports, calculate annual fleet hourly rates, and monitor monthly billings.

  • Design and implement technology solutions for tracking and reporting to increase efficiency.

  • Answer technical fleet operation questions and provide requested information to fleet end users, management, other departments, and vendors.

  • Respond to fleet-related customer service requests (e.g. parking passes, vehicle keys, citations, tolls etc.)

  • Recommend and develop policies and procedures for the Fleets office.

  • Identify and implement continuous improvements for the Fleet work group, FFM section and Logistics Division.

  • Participate in biannual inventory of all fleet vehicles and equipment and prepare reporting documents.

  • Participate in the development of the Fleet and Logistics risk and resilience work.

  • Support Logistics functions, incident Command Systems (ICS) and Emergency Management.

Position Requirements:

Experience:

  • Three (3) years of experience in systems, operations, procedures, research or analysis or related work of similar scope and nature in a large scale, complex organization.

Education:

  • Bachelor's degree in business or public administration, finance, computer science, or other relevant area of study (If no degree, you will need two (2) additional years of qualifying experience).

Experience and Education Equivalency:

  • Combinations of appropriate education, training, certification, and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.

License:

  • Current valid Washington State Drivers License.

Desired Qualifications:

To be successful in this role, a candidate should possess some of the following knowledge/experience, skills & abilities:

  • Excellent financial and operational data analysis skills.

  • Experience and ability to interpret and present data, visually and orally, in a way that is easily understood by audiences with limited to advanced understanding of data.

  • Experience with databases and creating custom queries.

  • Advanced Microsoft Office skills, especially in Excel and SharePoint.

  • Advanced PeopleSoft and Project and Portfolio Management (PPM) skills or experience with other comparable financial management and cost tracking systems.

  • Ability to manage large, complex projects involving multiple stakeholders with competing interests.

  • Successfully develops and implements policies and procedures to improve data quality and performance accountability.

  • Excellent project management and problem-solving skills.

  • Experience analyzing and implement continuous improvements.

  • Ability to provide excellent customer service and thrive in a fast-paced environment.

  • Ability to work independently and adapt to changing priorities quickly.

  • Attention to detail and ability to quickly learn new applications and processes.

  • Knowledgeable about municipal fleet operations.

Work Environment/Physical demands:

  • Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances.

  • May be required to stand, walk or bend for extended period of time.

  • Work mostly in the normal City work/office environment or in the field.

  • Hybrid opportunities are available with a minimum requirement of eight days in the office per two-week pay period.

The full hourly range for this position is: 

$52.20 - $60.83 Hourly

$108,993.60 - $127,013.04 Annually
