Position Summary

The Fleet Manager is under the direct supervision of the Director of Transportation and is responsible for working with the Director of Transportation, Operations Manager and Technicians to insure both the scheduled maintenance and unscheduled repair operations run safely and smoothly, and vehicles are repaired to the standards of Boerne ISD, State, and Federal Regulations. The Fleet Manager supervises all vehicle maintenance for the district and oversees safety and safety training for all employees of the Boerne ISD Transportation Department.

Education/Certifications
High School Diploma
College Degree or Technical School Degree Preferred
3 years' experience as a Lead Technician or Shop Foreman
Valid Texas Class "B" Commercial Driver's License with "S" & "P" endorsements
Possess and maintain TEA Texas School Bus Certification
Ability to pass U.S. Department of Transportation alcohol and drug tests and annual physical exam
ASE Master Diesel Technician or TASBT Master Certification preferred
Experience as Fleet Manager preferred
TAPT Texas Certified Pupil Transportation Supervisor or higher preferred
Special Knowledge /Skills:
Experience as automotive and diesel technician
Knowledge of Department of Transportation and environmental regulations.
Personal computer and basic accounting skills
Two years of maintenance management experience with 5 to 7 years' hands-on experience in vehicle repair.
Knowledge of the principles of leadership, management, and supervision.
Knowledge of school bus and automotive mechanical components
Ability to supervise the diagnostics of mechanical problems and perform required repairs
Knowledge of ServiceFinder, Diamond Logic, and Allison software
Knowledge of automotive diagnostic equipment
Ability to use equipment and tools required in vehicle repairs
Clean driving record
Good communication, interpersonal, and organizational skills
Excellent telephone and written communication skills.
Ability to read and interpret documents, such as safety regulations, service manuals, and procedure manuals
Ability to drive a school bus
Experience conducting training of shop safety
Ability to conduct a facility safety inspection
Regular attendance required
Major Responsibilities and Duties

Administrative:
Participate in interviews for all technician candidates.
Provide a quarterly general report on the maintenance status, age and mileage of the fleet.
Communicates with the Director of Transportation and Operations Manager concerning department policies, procedures, and problems.
Work with the Director of Transportation and Operations Manager to develop a vehicle replacement program.
Supervise and manage the use of the district's fleet management software
Collect, maintain, and manage data necessary to develop and produce fleet performance and operating cost indicators and information.
Maintain fiscal responsibility in use of shop funds.
Supports all district initiatives and models nondiscriminatory practices at all times.
Perform all other duties as assigned.
Maintenance and Repair:
Provide supervision and guidance to all Fleet and Lead Technicians.
Advise the Director of Transportation in all vehicle maintenance issues and areas.
Develop and schedule training procedures for Maintenance Staff and hold maintenance training sessions for training opportunities.
Develop liaisons with any appropriate maintenance related government agencies and staff.
Be knowledgeable of all related federal, state, and local legislation in the maintenance area and update all related staff.
Assists repair staff with repairs, getting quotes for parts and prepare requisitions as needed.
Work with Bus Drivers and other district personnel in the diagnosis of vehicle problems, scheduling of the repair work needed, overseeing the necessary repairs, and communicating to vehicle operator when job is complete.
Develop, implement, and oversee a preventive maintenance program for both the school bus and white fleets of the district.
Insure all safety recall repairs are performed in a timely manner.
Assures that field trip buses are prepared in advance on the trip in conjunction the Operations Manager's schedule.
Develops, implements, and oversees a routine cleaning and sanitizing program of all district vehicles.
Implements a plan of action for after hour mechanical breakdowns.
Works with the Director of Transportation to develop and implement a program for after hour on call duty.
Perform quality control checks on repairs and tracks productivity of technicians on come backs, time on task, duration of write-ups, etc.
Lead and instruct technicians in the repair of vehicles in the shop.
Conduct new employee orientation of the shop and shop procedures.
Monitors all warranties and assures that all vehicles are repaired as required to ensure the validity of the warranty.
Inventory:
Propose and recommend to the Director of Transportation on large purchases of shop equipment and help in the maintenance budget preparation.
Work with Business Office to assure proper coding and submission of parts and services invoices to accounts payable.
Advise on specifications for bus and vehicle purchases for all departments.
Insure an adequate supply of fleet repair parts, tires, fuel and other fluids, maintain emergency parts as needed, receive and stock parts as required.
Maintain uninterrupted service in an inventory system that is continually changing by recording all purchases, maintaining accurate price records, receive inventory through work orders, maintain current price lists, websites, catalogues, and sheets for part acquisition.
Daily posting of all parts movement in and out of inventory.
Prepare annual bids for parts, fuel, tires, fluids, and services as required.
Prepare and review purchase requisitions for parts, tires, fuel, fluids and supplies.
Oversees the proper disposal of all old parts, equipment, tires, and any other waste materials.
Assists in the effort to provide fleet consistency and standardization.
Safety:
Investigate all vehicle accidents, photographs scene, coordinates student transport from scene, gathers all pertinent information at the scene, and completes and files insurance and accident reports.
Determines probable cause of accidents and develops best practices and training to avoid repeated accidents
Perform terminal and shop inspections on a regular schedule to inspect records, provide training, and prepare reports as required.
Advise and train the Transportation Staff on standard policies and procedures within the department including vehicle maintenance, safety, and other topics as required by the department.
Monitors and oversees the investigation and claims reporting process of all vehicle and employee injury occurrences.
Maintains familiarity with changes in statutory laws and interprets the effects of safety and bus procedure mandates on Transportation operations.
Responsible for updates on all environmental issues and regulations.
Assists in monitoring district compliance with laws, regulations, and/or rules related to Federal, State, or Local governmental agencies and other practical general industry guidelines with regard to transportation safety.
Inspects tools and equipment for proper condition and usage.
Supervisory Responsibilities:

Recommends hiring, firing and evaluates the repair team in the Transportation Department

Equipment Used:

Computer, 2-way radio, telephone, and standard shop tools and equipment found in a fleet maintenance repair facility

Working Conditions:
May have to work outside in hot, cold, and wet conditions.
Constant walking, standing, climbing, stooping, bending, and reaching
Heavy lifting and carrying
Work on vehicles and machinery with moving parts
Exposure to damp, humid, dry, and other harsh weather conditions
Exposure to toxic chemicals, exhaust fumes, gasoline and diesel, solvents, acids, and bases
May have heavy stress involved in job.
