Description

Performs advanced technical work supervising, assigning, and participating in the work of operating the City automotive garage involving the maintenance, service, and repair of vehicles, buses, firetrucks, ambulances, etc. Work is performed under general direction of department director. Direct supervision is exercised over all personnel within the fleet division.

Examples of Duties

  • Manages and supervises all aspects of fleet management to include vehicle acquisition and disposal, fleet maintenance, shop operations, and customer service.

  • Oversees, monitors and evaluates vehicle maintenance, servicing and repair functions to identify needs and determine financial effectiveness and operational efficiency. Evaluates on an ongoing basis current equipment and operational methods and researches and proposes new methods and equipment to improve efficiency and productivity.

  • Provides technical advice and assistance to mechanics; supervises work on difficult jobs and inspects jobs for adherence to standards. Ensures that maintenance work is performed properly, serving as the division's quality control administrator.

  • Plans and develops a comprehensive preventive maintenance program for all City vehicles to include compliance with state and federal motor vehicle regulations.

  • Plans and administers training/safety programs for automotive mechanics.

  • Oversees the administrative activities of the division, including monitoring the budget, correspondence, and maintenance of automotive records and of purchases made for parts and materials used in the repair and maintenance of automotive equipment. Obtains price quotes, orders, and receives all equipment for accident repairs, automobile upgrades, vendor repairs, special parts, etc., as needed.

  • Develops fleet management policies and regulations.

  • Develops division goals and monitors division performance.

  • Prepares a wide variety of periodic and special reports that can be used as criteria for management level decisions.

  • Ensures appropriate customer service levels, serving as the division's primary customer service representative.

  • Regularly advises department directors, or designee, on fleet maintenance issues.

  • Responsible for fueling station/systems.

  • Supervises, trains and evaluates the work of direct reports. Coordinate, manage and prioritize the work of staff.

  • Performs other duties as assigned.

Typical Qualifications

Minimum Education and Experience:

  • Bachelor's degree in related field or equivalent technical training; extensive, increasingly responsible experience in automotive fleet management; considerable supervisory experience in a fleet maintenance shop; or an equivalent combination of education and experience.

Licenses and/or Certifications:

  • Valid Class B Commercial Driver's License in the Commonwealth of Virginia (Class A preferred).

  • Valid Inspector's License in the Commonwealth of Virginia.

Knowledge, Skills & Abilities:

  • Thorough knowledge of the principals and practices of municipal fleet management; the methods, practices, materials, and tools utilized in the maintenance and repair of a wide variety of vehicles and associated equipment; of pertinent local, state, and federal laws, rules, and regulations; of principles and practices of budget preparation and administration; general knowledge of management concepts and techniques governing the operation of a fleet maintenance shop.

  • Leadership, supervisory, communication, customer service, computer and problem-solving skills.

  • Ability to organize, direct and implement a comprehensive fleet management program and to effectively establish standards and objection as to the efficient maintenance of all automotive equipment.

  • Ability to diagnose and repair a wide variety of maintenance and construction equipment, to include buses, public safety vehicles, firetrucks, and ambulances.

  • Ability to manage, plan, organize, schedule, assign and supervise the operations of the automotive garage.

  • Ability to use appropriate independent judgement to make sound decisions of a technical, management and/or administrative nature.

  • Ability to establish and maintain cooperative and effective working relationships with department directors, City staff, government officials and vendors.

  • Ability to use a computer and related software, and other standard office equipment.

  • Ability to communicate effectively orally and in writing.

  • Ability to work outside of normal business hours to meet business/customer needs or to serve in the Emergency Operations Center.

Supplemental Information

Work Environment:

  • Work is primarily performed indoors but is exposed to temperature changes (warehouses, covered loading docks, garages, etc.) or extreme noise, odors, heights, dust, fumes and/or hazardous materials such as petroleum products like gas, diesel fuel, oil, grease and solvents.
