Description and Essential Functions

To plan, organize and direct the activities of the Central Garage, including the repair and maintenance of the City's fleet; to oversee City-wide fueling operations; to maintain related records for various regulatory agencies; to coordinate section activities with other divisions or departments, agencies and the public; and to perform related work.

Supervision Received and Exercised

Receives general direction from the Assistant Director of Public Works. Exercises direct supervision over assigned staff.

Essential Functions

Functions may include, but are not limited to, the following: plan, organize, coordinate and supervise a preventive maintenance program that meets Federal, State, and local safety and environmental laws and regulations, while maximizing daily reliability and availability of the City's fleet; maintain a variety of records and logs of maintenance and service history of vehicles; plan, develop and oversee the work of staff and contractors involved in the maintenance and repair of gasoline, alternate fuel, and diesel-powered light and heavy equipment and vehicles; participate in the selection of staff; coordinate and/or provide staff training; prepare deployment schedules and set priorities; review and evaluate employee work performance; conduct performance evaluations; work with employees to correct deficiencies; recommend discipline as directed; plan, communicate, delegate and monitor a variety of concurrent projects; prepare, maintain and interpret records and reports; make decisions, recommend and implement section goals and objectives; develop standard operating procedures, establish performance standards and methods; develop and implement policies and procedures; evaluate operations and activities of the section; recommend and implement efficiency and productivity improvements and modifications; prepare related reports on operations and activities, including fleet maintenance charges and other cost recovery reports; assist in the preparation of division budget regarding anticipated program expenditures and revenues, equipment, materials and supply requirements; requisition or direct the requisitioning of materials, supplies and equipment as required; administer work of outside contractors; ensure compliance with Department of Industrial Relations (DIR) and prevailing wage requirements, file related reports and maintain accurate records; write request for proposals and bid documents, manage public works purchasing agreements, purchase orders and public work contracts; write specifications for fleet and/or fuel management functional area to meet best practice and industry standards; administer the City's fleet and fuel contracts, including preparation of bid documents, correspondence and agenda statements; investigate complaints regarding fleet and fuel related issues; resolve difficult situations requiring diplomacy and tact; manage the operation of the City's fuel island, Compressed Natural Gas (CNG) compressors, and hydrogen electrolyzer; oversee the City-wide fueling operation; order replacement vehicles for City's fleet; establish the long term replacement schedule for vehicles and equipment in compliance with State emission standards; schedule vendor maintenance; confer with other City departments on equipment needs; authorize requisitions and/or purchase of equipment parts, supplies, and fuel; prepare annual alternative and quarterly diesel fuel tax reports for the State Board of Equalization; participate in and promote the City's alternative energy program; maintain alternative fuel vehicles and electric vehicles; inspect work and evaluate for conformance to established work standards; ensure that proper work methods are followed; ensure compliance with all safety policies and procedures; inspect damage to City property, assess risk, provide cost estimates and contract out repairs; maintain permits for standby generators, fuel islands, and mobile engines (auxiliary engines); review permits required by the Air Pollution Control District (APCD) for new construction, standby generators, fuel tanks, and fueling facilities; attend inspections of City facilities by the County of San Diego Department of Environmental Health and Air Pollution Control District; coordinate vendor participation in such inspections; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of fleet maintenance; prepare various forms and reports related to assignments; review reports prepared by subordinate staff; conduct and represent the City at meetings and make presentations as required; operate City vehicles skillfully and safely; develop and maintain a capital improvement plan for fleet; build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service; and perform related duties as assigned.

Minimum Qualifications

Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Five years of increasingly responsible experience in a fleet and/or fuel management program, including two years of supervisory experience.

Training: Equivalent to a Bachelor's degree in automotive technology, business or public administration, or a closely related field.

License or Certificate: Possession of a valid Class C California driver's license. Possession of certification as a Certified Automotive Fleet Manager (CAFM) is highly desirable.
