These position is located at the Supervisor's Office of a Forest and is responsible for managing the fleet program for the Forest. May manage multiple forests and/ or zones, as needed. This position is responsible for analyzing the fleet program, fleet and equipment purchases, management of inventory, tracking the driver/operator qualifications, data entry and other duties.

Responsibilities

Duties listed are at the full performace level, GS-11 level:

Oversees the Equipment Management Information System (EMIS) and the fleet Working Capital Fund (WCF). Collects data from EMIS reports and upward reporting to the Regional Office. Works independently to collect and analyze data and develop requested reports which are submitted to program managers for approval.

Reviews monthly and quarterly EMIS reports, review of transaction registers, and working closely with fleet managers to ensure corrections and updates are made in the financial system. Supervises the data entry to accomplish Fixed Ownership Rate (FOR) accountability assuring that requirement of the EMIS reporting system are accomplished. Ensures that the General Services Administration (GSA) billing of project gas is completed and that all financial accounting is done in a timely manner.

Accomplishes transportation and fleet studies and makes recommendations for improvement by looking at records of use, replacement program, holdovers, costs, and etc. to arrive at the best possible methods to use in order to meet the Forest's transportation equipment needs.

Makes recommendations to forest managers on vehicles and equipment replacement needs based upon maintenance costs, age, use, condition and the needs of the project. Prepares annual 5-year replacement plan. Makes recommendations on other routine fleet matters that are covered by instructions and accepted practices.

Responsible for gathering data needed for contract preparation and prepares specifications and clauses to be included in contracts for maintenance and repairs. Serves as Contracting Officers Representative when required.

Reviews fleet credit card discrepancies and notifies management of potential misuse of fleet cards. Reviews Federal Motor Vehicle Registration System (FMVRS) records and directs correction to the system. Conducts bi-annual property inventory for fleet vehicles and equipment.

Provides advice and information to managers and supervisors on procedures and policies related to Fleet management in order to ensure there are enough vehicles and equipment for safe and efficient operations. Prepares documents to obligate funds for Working Capital Funds (WCF).

Completes analysis such as utilization of fleet and equipment, and analysis on problems with equipment and recommends solutions. Creates reports or summaries of fleet utilization studies when requested.

Performs supervisory duties 20% or less of the time.

Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work. Establishes and communicates guidelines and performance requirements to employees; conducts formal performance reviews; and identifies and provides for the developmental and training needs of employees.

For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level; masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; or an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).

The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work with major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.

Specialized experience is experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. that demonstrated a knowledge of the transportation function(s) of the position to be filled.
