This position is responsible for research and analytical work for the Fleet Division, particularly in the areas of cost management, budgeting, vehicle replacement schedules, performance benchmarking, and action plan tracking. Reports the ongoing effectiveness of various maintenance procedures, fleet replacement policies and strategies by using cost accounting methods and developing justification and documentation for user rate recommendations. This position consists of professional, technical, administrative and financial management work for the Fleet Division. Work is performed under the general guidance of the Fleet Manager.

Essential Job Duties

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Assist Fleet Manager in analyzing departmental vehicle / equipment needs and advises on vehicle / equipment suitability and possible use of alternative vehicles / equipment by considering cost and use factors and other available information.

  • Conducts research and analysis related to total cost of ownership, fuel consumption, analysis, pricing; and other fleet-related issues. Conducts cost studies on operation and maintenance of fleet.

  • Assist Fleet Manager in conducting fleet operation and maintenance cost studies to identify units requiring repair or replacement to include labor cost analysis, maintenance interval/frequency optimization, and vehicle disposal optimization.

  • Reviews output reports from fleet information systems, analyzes patterns and trends, prepares reports and graphs depicting results of these analyses, and recommends appropriate follow-up actions.

  • Coordinates, monitors and schedules fuel orders and fuel deliveries.

  • Ensures compliance with Department of Environmental Protection rules and regulations.

  • Produces monthly fuel usage and maintenance cost reports to support the annual budget development.

  • Oversees the data accuracy of Fuel Management Systems to include: daily fuel inventory checks, auditing of input transaction data into interface, monitoring fuel logs and printing and analyzing usage reports.

  • Assist in revenue and expenditure forecasting and research.

  • Track and monitor the status of Fleet Division contracts as well as assist in the development of solicitations and contracts for the division.

  • Assist in Analyzing and interpreting complex data relevant to fleet assets to support decision making and improve fleet efficiencies.

  • Provides support to the fleet team leadership to develop / improve policies, procedures, and process improvements to assist with proper fleet maintenance and performance tracking activities and help with development of the FMD annual budget.

  • Acts and supports the Parts Expediter in his/her absence.

  • Performs other routine Fleet Support duties and special project related duties as assigned

  • Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City's Personnel Rules and Regulations.

  • Perform all functions and responsibilities according to the, Palm Beach County Code of Ethics and Florida State Statutes 112.313.

  • Fosters positive employee relations and employee morale on a City-wide basis.

Minimum Qualifications

  • High School Diploma, GED, Or Equivalent

  • A valid US driver's license with a good driving record.

  • Experience in Automotive Fleet operation, inventory management systems and fleet management information system software.

  • Exposure to Heavy Duty/Light Duty or construction equipment maintenance environment.

  • Possesses demonstrated knowledge of MS Outlook, Word and Excel and Outlook.

Knowledge of vehicle and equipment types, functions and specific uses and capabilities. Knowledge of Microsoft Office, including Excel, Word, PowerPoint, SQL Knowledge of Fleet Management Information systems and other data collection and reporting system applications. Knowledge of Fleet industry safety, maintenance, vehicle technology, and market trends. Knowledge of Fleet industry resources, availability and procurement of motor vehicle parts and supplies. Knowledge of fuel site compliance and the Department of Environmental Protection.

Skilled in complete Customer Satisfaction., research methods, techniques, and reporting methods. Budgeting, Spreadsheet analysis and Fleet database management in areas of inventory, trends, usage, repair expenses, and overall vehicle and equipment expenses.

Ability to develop and modify data in Excel sheets and use Fleet database to extract data. Ability to analyze total cost of ownership. Ability to benchmark with other cities regarding issues, reliability and functionality of vehicles and equipment in all aspects of fleet planning including total cost of ownership. Ability to develop vehicle repair and maintenance forecasts and fuel forecasts. Ability to develop business cases for repair and replacement solutions to reduce fleet costs. Applicants must have the ability to gain a working knowledge of Fleet operations to provide support for the Fleet garage. Must display technical aptitude to learn and adapt to new software and technical solutions. Must be self-motivated and be able to work independently. Must be able to adjust to changing priorities and respond to requests in a timely fashion. Analysis experience related to vehicle cost management, replacement schedules, and performance benchmarking. Ability to communicate effectively and professionally both orally and in writing. Ability to work well with others in a team environment. Ability to provide constructive criticism as well as the ability to critique the work of staff while providing encouragement for growth. Ability to manage and prioritize routine, specialized and complex assignments and problems under pressure while utilizing knowledge acquired through prior education, training, and experience. Ability to write and prepare reports and maintain accurate records.

A comparable combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.
