Function: Assist IPM trading team in all aspects of Long Term Investments and Portfolio Management to include, trade administration, portfolio reporting, and database maintenance.

Essential Duties: ?Responsible for new investment recording and monthly operational processes for the Bank?s investments portfolio. ?Improvement, streamlining and documentation management of existing IPM processes as well as development of new value add procedures. ?Responsible for the Fair Value assessment of the Bank?s Investments portfolios. ?Objective is to determine reasonableness of individual security market values. Must be able to identify errors and attribute their source. ?Requires a working knowledge of Polypaths Analytical System and Bloomberg. ?Must manage and monitor the fair value review process respective to pricing vendor trends, developments, and changes to assumptive methodology. ?Must communicate with pricing vendors to understand assumptive data to support fair value reasoning and ensure responsiveness when challenging marks. Requirements
?Bachelors degree (preferably in finance) ?3+Years at a Financial Institution ?Knowledge of capital markets and fixed income investment products, preferably background in structured finance. ?Understanding of fixed income concepts and applicable risk measures. ?Advanced Excel skills are required, proficiency with VBA is a plus. ?Excellent analytical skills and ability to manage large data sets. ?Probability/Statistics-capable of employing it to address analysis. ?Proficient in Microsoft Word, PowerPoint, Access. ?Familiarity with financial models / systems e.g., Polypaths, Bloomberg, Intex. ?Familiarity with credit modeling, able to demonstrate credit evaluation capability through thorough and diligent research and analysis. ?Detail oriented and diligent organizational skills to manage deliverables and work under pressure. ?Problem solving skills and ability to work independently. ?Solid verbal and written communication skills. ?Team oriented and adaptable to changing requirements / responsibilities.

What we do: The Federal Reserve Bank of NY's (FRBNY) Markets Group mission is to implement market operations, monitor and analyze global financial market developments, execute lender of last resort operations for the Second district and collateral valuation services to the Federal Reserve System (FRS), provide infrastructure and financial services for foreign and international monetary authorities, and to provide capital market-related fiscal agency services to the U.S. Treasury. As part of these duties, the Market Operations Monitoring and Analysis (MOMA) function within the Markets Group executes transactions in the open market and conducts detailed analysis of financial market developments in support of the Federal Reserve's monetary policy and financial stability decision-making process. The Money Markets Directorate (MnM) within MOMA implements monetary policy through temporary open market operations and monitors and analyzes domestic money markets to provide insight that informs the formulation and implementation of monetary and financial stability policy. Within MnM, the Reference Rates team is responsible for the development and production of benchmark reference rates, including the effective federal funds rate (EFFR) and secured overnight financing rate (SOFR). The Reference Rates team is seeking an experienced candidate who will contribute to initiatives that will maintain and improve the relevance, robustness, and resilience of money market reference rates produced by the FRBNY. The mission of the BTA Directorate is to improve the quality of business-tailored technology support through creating clear owners of business knowledge, technology support activity, and responsibility and accountability to end users. Your role as Senior Business Technology Analyst Manager - Money Markets/Reference Rates: The scope of this role includes gathering business requirements and helping translate them into functional specifications, assists with delineating solution approaches and a defining a path forward, and to provide ongoing business support and conduct functional and user acceptance testing for technology solutions. Experience in operational and analytical technology is critical to the success of this role. This role is intended to: * Facilitate decision-making by senior stakeholders by providing risk identification, impact analysis, and solution trade-offs related to different approaches – from both a business and technical perspective * Provide a quality assurance function by reviewing the artifacts and technical deliveries throughout the software development lifecycle of Rates applications to ensure alignment between business and technical objectives as well as strategic principles * Support issue identification & resolution and technical decision making on behalf of the Rates business and their service delivery partners, and escalate when necessary. * Shepherd requests from business stakeholders, analyze solution approaches and prepare recommendations for BT forum * Create training artifacts and build expertise in technical solutions in the supported desks * Design best-practices and new self-service tool offerings (Altryx, NDH, Spotfire) to support efficient, controlled delivery. * Continually seek opportunities for improvement in the solution delivery, platform maintenance, and operational support risk/POAM/Audit findings in a way that ensures responsive, efficient, and relevant technology service * Investigate recurring or thematic issues with advanced user tooling and recommend sustainable resolution * Share industry best practices, lessons learned from past project implementation, etc. in order to improve quality of technology solutions * Work to continuously improve the solution delivery capabilities of Markets Technology by identifying opportunities for efficiency or effectiveness in process, tooling, and solution design as they apply to the Rates business. * Contribute to the development of technology roadmaps and standards within Markets business domains to ensure currency, supportability and alignment to mature technology delivery practices Solution Delivery Provide day-to-day oversight and management of staff assigned to the portfolio of projects and desk support for operationally focused efforts in the Money Markets Directorate including Reference Rates efforts. The oversight will span the full project lifecycle, throughout which BTAs will: * Initiation Phase: Support business areas with technology guidance and high-level assessments of new initiatives. Prepare materials for governance and technology review meetings. Help prioritize against business goals and reach out to other technology partners as needed to provide initial scoping. * Requirements and Design Phase (Elaboration): Facilitate requirements gathering and document requirements for the projects identified. Apply experienced critical thinking and judgment to support the business in prioritizing individual requirements based on their necessity to achieve the business goals. Collaborate with delivery technologists and architects in shaping solution delivery and project scoping * Construction Development Phase: Serve as a business's representative during the construction phase of individual projects. Generally, this entails identifying issues which either need escalation or would benefit by collaboration with other BT resources for resolution. Provide day to day support in prioritizing and resolving issues as required. Support the business in managing scope as rigorously as possible to ensure successful delivery * Construction Testing Phase: Lead testing efforts by defining testing approaches and establishing testing plans which meet project requirements. Manage User Acceptance Testing (UAT) efforts by managing day to day activities of assigned BTA's against UAT goals. Define and oversee process for business testing of software efforts. Ensure high quality delivery through the testing process. Drive continuous improvement in testing processes across QMO, Ops Support and UAT teams across project efforts. * Transition Phase: Represent the business' interests in quality control, delivery and rollout efforts on project core team meetings. Ensure clear documentation of Rollout communication plans and document for business staffs their activities on deployment days. Review and prioritize quality control issues as they are identified. Operations Support * As part of post-mortem analysis, provide effective communication of the impact and root cause of the technical problem to the business to support broad decision making * Support basic trouble shooting of end user technology and tools and help facilitate resolution * Support desk staff in performing ad hoc analysis in the identification of data sources and the appropriate selection of analytic tooling * Support audit and risk assessment activities * Coordinate and oversee the technology intervention for operational events by providing clear communication of the impact surface and severity to support business response decision making within area of expertise * Coordinate and oversee the delivery of services by other FRS, NIT, BT and technology service providers to ensure alignment between business objectives and deliverables and active management of lifecycle What we are looking for: * 10-15 years of experience working on technology efforts in a financial markets environment (buy side, sell side or central banking preferred) * Solid understanding of the basic trade and security issuance lifecycle for fixed income securities (with a focus on US Treasuries) and the analytic data that support analysis of the business * Strong knowledge of financial and economic concepts and related Markets business processes * Excellent management and organizational skills, including the ability to direct multiple assignments and manage staff with a wide range of educational and professional experience * Strong knowledge of the analytic tools and techniques used to analyze and communicate analysis to stakeholders across the bank, system and board at all levels of management * Strong knowledge of SQL, VBA, Python, Access, Excel, SharePoint, Spotfire, R, and Tableau * Education—B.S. with coursework in IT, Economics or Finance; Masters degree in IT, Business Administration or other relevant advanced degree preferred This position requires access to confidential information, which is limited to "Protected Individuals" as defined in the U.S. federal immigration law.
