King County Metro Transit is seeking a Fixed Assets Program Manager (Project Program Manager III) in the Capital Division. This role will support state of good repair and fixed asset programs,providing strategic and tactical project, program, and task support for planning fixed assets, building systems, and equipment required to support our services. This position is part of a team of program managers and receives guidance from a program lead. Primary focus of this role is aligning State of Good Repair programs and projects with Metro's needs. Secondary focus is supporting and collaborating with all facility and fixed asset programs as needed. This dynamic body of work is interdependent and complimentary between programs.

This position provides planning and coordination for existing Transit bases and support facilities, supports development of integrated long-range facility, equipment, and system strategic plans, and coordinates with other lines of business to understand current and future facility needs based on operational and staffing changes.

Candidates for this role will have extensive experience translating visionary objectives into strategic and tactical plans and work with matrix resources to further develop those plans into capital projects.

As a Fixed Asset Program Manager, you will:

  • Determine project or program budget, schedule and scope

  • Monitor the financial status of the program of projects

  • Coordinate with diverse stakeholders to understand program or task needs and establish viable program plan for the execution of task.

  • Partner with multiple subject matter experts to capture program requirements, risk, and identify future program needs and goals.

  • Review detailed list of program need and meaningfully engage in project packaging strategy discussions with internal and external partners.

  • Prioritize program goals/objectives

  • Frame budgetary, statutory, and operating conditions for the program

  • Coordinate the work of multiple professional staff

  • Ensure that project and/or program maintains compliance with all relevant laws and regulations

  • Manage contracts, including vendor management and payments

  • Manages grant reporting

  • Write complex analytical or program evaluation reports

  • Develop and implement transition plans for hand-off to operating departments

  • Manage data gathering

  • Perform other duties as assigned

Experience, Qualifications, Knowledge, Skills

Minimum Qualifications:

  • A bachelor's degree in business management, engineering, construction management, transportation planning, business administration or a closely related field.

  • Three (3) years of experience in project or program management.

  • Alternatively, an equivalent combination of education and experience which match the skills, knowledge, and abilities required to perform the work will be considered.

  • Demonstrated history of flexibility and adaptability in managing and responding to competing priorities and changing assignments.

  • Experience in leading multi-disciplined work teams and working with individuals at all levels within an organization.

Desired Qualifications:

  • Project Management Institute (PMI) certification.

  • Knowledge of capital design and construction project process, including procurement and alternative delivery methodologies.

  • Experience leading the development of Facilities Strategic Plans, including concept and program building.

  • Knowledge of transit operations, including facilities management and/or asset management, vehicle maintenance, and bus operations.

  • Excellent oral and written communications skills, including the ability to synthesize complex information, prepare clear and concise materials and communicate technical information to non-technical audiences.

Work Location:

This is a hybrid position. The main work site for this position is King Street Center, 201 S Jackson St., Seattle, WA 98104.

Work Schedule:

The position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The typical workweek is 40 hours per week, Monday

  • Friday.

Teleworking Requirement

The work associated with this position will be performed predominantly by teleworking, complemented by onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.There may be weekly or bi-weekly site visits as part of this position. If you are out of state, you will need to relocate at your own expense.

Position information:This recruitment will be used to hire 1 Career Service vacancy.It will also create an eligibility pool to fill future Career Service, Special Duty Assignment/Term-Limited Temporary vacancies that may become open for this classification.
