Job Description
This position is open to Alaska Residents only.
Please check our residency definition to determine if you qualify.
The Alaska Department of Fish and Game, Division of Commercial Fisheries Entry Commision is recruiting for a Fishery Economist located in Juneau or Anchorage!
What you will be doing:
As a Fishery Economist for the Alaska Commercial Fisheries Entry Commission (CFEC), you will analyze and assess economic data related to all Alaskan fisheries, providing insights into both state and federally managed fisheries by examining the economic impact of policy and management decisions on Alaskans and permit holders. In this role you will draw upon a comprehensive historical data set extending back to 1975. You will gain an in-depth understanding of Alaskan fisheries, including their management and economic implications; conduct detailed assessments of various fisheries, focusing on permit holder earnings and how decisions impact earnings; use high-quality data sets to provide accurate information to decision makers; and work in a collaborative environment with a hybrid schedule. Come join our team and contribute to the sustainability of Alaskan fisheries.
Our organization, mission, and culture:
CFEC works to conserve and maintain the economic health of Alaska's commercial fisheries by permitting commercial fisheries, and, when necessary, limiting the number of participating fishers. The Commission is a quasi-judicial agency that issues permits and vessel licenses to qualified individuals in both limited and open access fisheries. CFEC also provides due process hearings and appeal processes for disputes related to limited entry permits.
As CFEC's Fisheries Economist, you'll become an integral and respected partner in a small, dynamic team environment where:
You will engage your analytical skills daily, enjoying the challenge of answering complex policy and economic questions related to fisheries.
You will be valued as a key team member, learning to contribute fully in economic research, policy analysis, regulatory improvements, and understanding fisheries management and limitations.
Your education in fisheries, statistics, and economics will be supported. We strongly encourage continued education and are willing to support educational goals that directly relate to fulfilling our objective as a commission.
You will be encouraged to innovate, improve processes, create new systems, and contribute to the continuous improvement and innovation of our work.
You'll collaborate with positive, supportive, and creative team members, all dedicated to maintaining a pleasant and productive work environment where everyone thrives and grows. Join us and make a meaningful impact on the management and sustainability of Alaskan fisheries.
Benefits of joining our team:
The CFEC research section encourages independence and exploration. Many reports are published on a yearly or seasonal basis and have strict deadlines, but we still have time for exploration when it comes to the unique aspects of Alaskan fisheries that interest you. As an organization we value a meaningful work-life balance. You will be part of a small team that works to support each other at a professional level, where all members understand the importance of family and educational obligations. Our busy season typically starts in August and ends in May, leaving a good portion of the Alaska summer open for recreational leave. You'll find plenty of support and encouragement to continue pursuing educational opportunities.
The working conditions you can expect:
CFEC offices are located inside the Jordan Creek Mall in beautiful Juneau, Alaska - not far from the Mendenhall Glacier. The inside mall location makes breaktime and lunch walks comfortable and accessible regardless of the weather, and you'll have opportunities to get out of the office from time to time to visit our records archive facilities near Lemon Creek. Most important, you'll enjoy working with a team of bright, dedicated individuals who appreciate a work-life balance.
Who we are looking for:
We are looking for an individual with the following knowledge, skills, and abilities:
A solid understanding of economic theory, preferably through formal education.
Ability to independently perform univariate statistical analysis, and with oversight apply theoretical and empirical statistical and economic models.
Proficiency with SQL, SAS, and R programming language, as well as database structure and function.
Ability to independently comprehend, interpret, and apply complex written material such as statutes, regulations, fishery management plans, ADFG emergency orders, and/or similar resource material.
Ability to manage your time and multiple priorities, prioritize deadlines, and maintain flexibility and positivity in response to changing workflows and priorities.
Ability to build and maintain effective, positive relationships with CFEC employees as well as employees of other agencies such as ADFG.
Ability to explain commission decisions or policy to people from diverse socio-economic and cultural backgrounds including those who may disagree with commission decisions or policy.
