This position is a Fish and Wildlife Administrator, GS- 0480-14 working in Bailey's Crossroads, Virginia for the Division of Natural Resources and Conservation.As a Fish and Wildlife Administrator your duties will include but are not limited to the following:

  • Serves as the Deputy for the Division of Natural Resources and Conservation Planning for the National Wildlife Refuge System (NWRS), providing supervision, direction, and management to a team of other supervisors, including performing the full range of supervisory duties. Provide day-to-day support to all Branch Chiefs within the Division with an emphasis on Wildlife Resources and Conservation Planning and Policy.

  • Coordinates activities with other NWRS Branches/Divisions, Regions, field offices, sister bureaus, external agencies, and private partners for the benefit of the Division to enhance information exchange and provide technical assistance.

  • Prepares briefing statements, issue papers, status reports, Congressional testimony, responses to oral and written inquiries, and other documents and materials on program policy, planning, and management activities in a manner that communicates this material for a diverse set of audiences.

  • Works closely with the Service's budget offices and the senior management during budget formulation activities for the assigned program or project areas. Serves as a subject matter expert when developing budget justifications and responding to Congressional requests for information.

  • Works at a national scale to strategically plan landscape conservation and refuge management activities and establish priorities for the Division resolving a variety of issues such as staffing, budgets, congressional inquiries, habitat restoration projects, climate change, and addressing environmental justice.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  • Degree in Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

  • Possess coursework equivalent to a major, or at least 30 semester hours in courses, as shown above, plus appropriate experience or additional education. OR
  • Possess four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described above.

Minimum Qualification GS-14:

  • One (1) year of specialized experience comparable in scope and responsibility equivalent to grade GS-13 in the Federal service that demonstrates I have the knowledge, skills, and abilities to plan, direct, and administer a complex natural resources program. Specialized experience may have involved the following types of duties: 1) supervising or leading a branch, field station, or team focused on the conservation of natural resources; 2) solving challenging issues related to conservation lands management, visitor services, outreach, or other natural resource programs; 3) serving as a land management organization representative in negotiating with diverse individuals or groups; 4) exercising direct responsibility for implementing policies, plans, standards or procedures to carry out fish and wildlife conservation; 5) managing issues or conflicts involved in the planning, directing, or executing of short and long term activities in fish and wildlife conservation that affected a diverse group of customers; or 6) other work in a natural resources field of similar scope and complexity.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

i. Area of Consideration.

ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.

iii. Time after competitive appointment as specified in 5 CFR 330.502.

iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method
