This position reports directly to the agency Fiscal Officer 3. The following duties are performed using the fiscal department Child Accounting & Profile System, Scanning Database, and Windows Office and Operating Systems. •    Enters all approved In-Home service invoices into CAPS as part of the accounts payable process.

  •    Corresponds with providers regarding In Home service invoices when discrepancies are found or to inform of payment status.

  •     Tracks In Home service contracts to ensure providers charge correct rates and stay within annual contract budgets.

  •    Verifies IV-E federal funding requirements are met for EBP Prevention Services on client-by-client basis and facilitates corresponding IV-E prevention funds reimbursement.

  •     Assists in transacting for TANF funding reimbursement, where applicable.

  •    Involved in county RFP process for In Home Services in order to keep informed of most recent and upcoming invoicing developments such as rate changes or new services/providers.

  •     Assists Fiscal Officer and Quality Assurance department in contract monitoring process, an audit requirement which ensures providers are offering valuable services, invoicing accurately, and adhering to contract obligations.

  •     CAPS maintenance such as vendor files, cost centers and subcategories as would apply to In Home services.

  •     Collaboration with other fiscal techs, caseworkers and other CYS/JPO employees, as required by daily functions.

  •     Maintains a thorough knowledge of current fiscal office practices and procedures.

  •     Works in conjunction with other fiscal positions in having the basic knowledge of those positions to provide support.

  •     Knowledge of basic computer applications to include emailing and transmitting reports.

  •    Other fiscal duties as assigned.

  • Thorough knowledge of bookkeeping principles and practices.

  • Knowledge of modern office practices and equipment.

  • Some knowledge of accounting principles and methods.

  • Ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately.

  • Ability to prepare financial reports and statements.

  • Ability to apply and adapt established methods to financial transactions.

ELIGIBILITY -ALL CANDIDATE{S): 

1.) Must meet the minimum experience and training (METS) required for the job. The METs for this position are:

  • One year as a Fiscal Assistant or three years of work involving the maintenance of fiscal or financial records, including one year of responsible work which involves the application of accounting or fiscal principles and practices; and graduation from high school; or

  • One year of experience in maintaining and reviewing fiscal records and an associate degree in accounting or business administration; or

  • Any equivalent combination of experience and training.

2.) Be a resident of Pennsylvania.

3.) State Civil Service Commission Approved Additional Special Requirements: None

4.) Be eligible for selection in accordance with merit system employment regulations.

ELIGIBILITY - COMPETITIVE PROMOTION WITHOUT EXAMINATION ONLY: CLASS RESTRICTIONS: 

1.) Have held regular civil service status in the following classifications:

  • Clerk Typist 3

SELECTION CRITERIA:

1.) Meet the minimum experience and training required for the job.

2.) Meritorious Service- defined as:

  • The absence of any discipline above the level of written reprimand during the 12 months preceding the closing date on the posting.

  • The last due overall regular or probationary performance evaluation was higher than unsatisfactory.

3.) Seniority - defined as: a minimum of six months in the next lower class(es) by the closing date of this posting 05/15/2024.
