This National Guard position is for a FISCAL SYSTEMS ANALYST, Position Description Number D1020000 and is part of the DE United States Property and Fiscal Office, National Guard.

    • Plans, coordinates and performs comprehensive reviews, special studies, and selective internal examinations of USPFO functions pertaining to Military and Civilian Pay, Commercial Accounts, and Travel (military, civilian, and dependent). Identifies problems associated with document flow and controls, inaccurate records and reports, regulatory compliance, conflicts with regulatory guidance, and correctness of payment and accounting for public funds. Analyzes and evaluates findings, determines types of corrective/improvement actions needed, and develops formal reports for submission to the Financial Manager (FM). Recommends changes to procedures and practices covering all functional areas, additional training, and changes in the utilization of resources.
    • Confers with representatives of other local offices/directorates to resolve USPFO problems attributable to functions under their jurisdiction. Confers with representatives of higher headquarters to coordinate scheduled assistance visits; furnish requested data; provide information concerning completed or ongoing local reviews/projects; respond to questions; provide on-site assistance; discuss identified, but not fully resolved problems; and to obtain additional information to accomplish required or recommended actions and/or future program efforts.
    • Reviews and analyzes reports received from various organizations, inside and outside the division, including reports produced by a variety of automated systems; and advises the FM of actions required or recommended. Discusses system or procedural problems and areas of potential improvement with supervisors and program managers of the systems being analyzed and local management information systems personnel. In coordination with them, provides technical advice and assistance to the USPFO in internal matters involving regulatory requirements, statutory provisions, procedures, systems; or problems arising from changes in mission, programs or organizational structure. Monitors and assists in implementation of approved and directed procedural changes. Evaluates proposed regulatory changes and employee suggestions referred by the USPFO and provides comments and recommendations.
    • Performs other duties as assigned.

Military Grades: E-4/SPC - E-6/SSG

Compatible Military Assignments: 36B or 42A

GENERAL EXPERIENCE: All series personnel's' performance levels are validated at the next higher level before being eligible for promotion consideration to the GS-0501 graded-position and must have a fundamental working experiences with validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Is experience that prepares the applicant to perform the prescribed duties of the GS-0501 position. An applicant must demonstrate the specialized experience competencies, as cited in each Series' grade, to qualify for a position identified by its applicable position description grade, financial management certification career level, and/or experiences earned through military service. Applicants, who were prior service members or who are currently serving in a military component and completed the applicable military technical school skill finance training and have working experiences in the military finance programs, are considered qualified for the GS-09 entry-level position.


If you are using Education to qualify for this position, To qualify for the National Guard GS-0501 Title 32 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Within this function, the team focuses on correcting the impacted accounts for various Lines Of Business including Card, Consumer/Business Banking, Auto Finance, Chase Wealth Management, Merchant Services and Home Lending via recalculating and/or crediting finance charges, fees, and rewards balances; correcting/changing finance charge and fee structures; initiating customer communications, etc. This is a hybrid role, the candidate does both testing and data validation. The Data Validation Analyst will work as a member of a larger team of Business Analysts, Correction Analysts, and Project Managers, whom are accountable for correcting Customer accounts. The analyst will perform end-to-end analysis on data and output files against business requirements, execution plans, and waterfalls; while confirming adherence to guidelines and regulations, as well as following best practice standards. The analyst will assist in the development & implementation of the overall validation strategy; develop testing processes & procedures, & incorporate test tools. The analyst will also performing end-to-end testing on cases resulting from difficult, complex, multilayered, data intensive business problems. The ideal candidate will have a strong testing background with basic knowledge of SAS and SQL. Key Responsibilities * Assist in the development and maintenance of the overall code validation strategy for the Correction function * Develop code validation procedures, processes, job aids, tools and approaches * Perform code to business requirement validation * Validate data and data sources * Write queries and run frequencies to validate population and output files * Effectively trace and communicate coding defects * Document code validation plans and findings * Ensure correct formatting and logic of all output files * Facilitate resolution and communication of findings * Actively engage in process adherence and improvement discussions Qualifications: * Requires 5+ years of experience in a Testing Analyst or Testing lead role, or the equivalent * Requires experience with Testing tools such as Quality Center/ALM preferred * Requires experience or knowledge of both SAS and SQL, as well as UNIX, MS Office tools * Prefer experience working with a Chase Consumer & Community (CCB) Line of Business * Ability to read and understand simple queries * Ability to run multiple basic UNIX scripts * Basic knowledge of database partitioning system and how it functions * Strong communication skills (verbal, written, presentation) * Strong analytical skills * Detailed and quality oriented * Demonstrable strong process adherence discipline * Ability to work multiple problems simultaneously Preferred candidates will also possess: * Experience with Tera Data and/or Oracle database environments (Tera Data preferred) * Knowledge of CCB business systems, data and products Jpmorgan Chase & Co.
