Fiscal Specialist (PBA) Job Duties and Responsibilities:

  • *Assist senior specialists in preparing, reconciling and analyzing expenditure reports and other fiscal management tasks.

  • *Assist UH Cancer Center faculty and staff with procurement, travel, and other fiscal documents; provide advice involving the application of policies and procedures to a variety of situations.

  • *Review, reconcile, analyze, and research accounting records of encumbrances, expenditures and account balances for University of Hawaii (UH)/Research Corporation of the University of Hawaii (RCUH)/UH Foundation (UHF) accounts.

  • *Prepare and review fiscal documents to establish and maintain Kuali Financial System (KFS) accounts.

  • *Coordinate, verify, correct, and process transfers of personnel between extramural contracts and grants.

  • *Prepare and monitor level of effort documentation, including cost sharing records and FTE certification forms. Prepare and/or audit other personnel forms as necessary.

  • *Assists with maintaining budget information and expenditure control over extramural awards and other Center accounts of approximately $30,000.00 or less.

  • *Develop and maintain project files and record keeping systems.

  • *Review and process purchase orders, travel, and other fiscal documents for compliance with UH/RCUH/UHF and Federal/State purchasing policies and regulations.

  • *Review and reconcile UHF accounts; prepare periodic summary of financial reports.

  • *Assist with accounts payable functions including reviewing and processing payment documents, recording payments in expense logs, and disbursing checks.

  • *Assist with performing pre and post award grant management for extramural grants approximately $30,000.00 or less.

  • *Prepare periodic financial reports, balance statements, projections of future expenditures for accounts, and makes recommendations to faculty for grant planning and closeout.

  • *Ensure program personnel are in financial compliance with all federal, state, private and University policies and procedures regarding federal, state and private grant administration of grants approximately $30,000.00 or less.

  • *Coordinate, verify, and provide information to the Office of Research Services (ORS) for reports on extramural contracts and grants of approximately $30,000.00 or less (e.g., financial reports).

Minimum Qualifications:

  • Possession of a baccalaureate degree in business administration, STEM or related field and zero (0) year of progressively responsible professional experience with responsibilities for finance and/or accounting; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

  • Functional knowledge of principles, practices and techniques in the area of finance and/or accounting demonstrated by knowledge, understanding and ability to apply concepts, terminology.

  • Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with finance and/or accounting.

  • Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of finance and/or accounting.

  • Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.

  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.

  • Demonstrated ability to operate a personal computer and apply word processing software.

Supplemental Minimum Qualifications:

  • Ability to analyze, interpret and apply written procedures and regulations, as well as best practices, to the review and approval of fiscal documents.

  • Ability to utilize computerized spreadsheets to create reports and record financial information as needed to carry out duties.

Desirable Qualifications:

  • Knowledge of the University, the Research Corporation, and the University of Hawaii Foundation policies and procedures applicable to the areas of purchasing and disbursing.

  • Experience in using accounting and data base software applications.

  • Experience in developing and administering recordkeeping systems and procedures and developing and monitoring program budgets.

Fiscal Specialist (PBB) Job Duties and Responsibilities:

  • *Performs financial services such as ensuring compliance with University policies and procedures and state and federal rules and regulations.

  • *Responsible for fiscal accountability and documentation of procurement/acquisition, receipt, and issue records.

  • *Assist in preparation of budgets for research projects and program proposals, including obtaining information from various researchers on the detailed budgets.

  • *Oversees the day-to-day management of contracts and grants, including personnel, purchasing and disbursements, maintains accurate and timely records, and regularly produces reports on the financial status of various fund sources.

  • *Provides training to program personnel regarding fiscal procedures and assists in implementation of new procedures.

  • *Certifies availability of funds and propriety of expenditure on all documents initiated against the organizational funds which includes general funds, facilitating service funds, federal funds, private funds, revolving funds and UHF funds.

  • *Works as a team member to identify, coordinate, and evaluate problems.

  • *Analyzes situations, makes inquiries and provides recommendations to program staff regarding administrative, fiscal and personnel issues; works with program staff to implement solutions.

  • *Assists Fiscal Director in preparation of reports and other requests from UH Cancer Center, University of Hawaii and State of Hawaii offices.

  • *Initiates, processes, reviews, maintains, reconciles and audits fiscal transaction reports, forms, requests, fiscal journals and records in accordance with federal, state, University, and University of Hawaii Foundation (UHF) requirements.

  • *Provides technical advice and assistance to principal investigators, project personnel and secretaries on matters relating to financial, purchasing, property and personnel matters and the applicable regulations governing each.

  • *Responsible for oral and written communications, exercising tact, diplomacy, and good judgment in relations with others.

  • *Coordinates proper and timely transfers of personnel between accounts; advises PIs when transfers are necessary due to funding requirements; ensures that transfers are accurately reflected; prepares necessary corrections on a timely basis.

  • *Establish proper accounts and perform other administrative tasks when new projects and programs are awarded.

  • Other duties as assigned.

Minimum Qualifications:

  • Possession of a baccalaureate degree in business administration, accounting, STEM or related field and three (3) years of progressively responsible professional experience with responsibilities for financial accounting or cost accounting; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

  • Considerable working knowledge of principles, practices and techniques in the areas of asset, liability, revenue and expenditure accounting as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.

  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with contracts and grants management.

  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.

  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.

  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

  • Demonstrated ability to operate a personal computer and apply word processing software.

  • Extensive experience with federal regulations pertaining to administering federal grants, contracts and cooperative agreements and with applicable state regulations.
