Job Description and Duties

RESPONSIBILITIES

  • Perform three-way match by auditing and reconciling transactions incurred between US Bank (CTA) statement, Travel Agency fees, and Enterprise Car Rental transactions.

  • Serve as central point of contact for the invoices related to US Bank - CTA master bill account for airfare, rail charges, service fees, and car rental for all JCC offices.

  • Forward the audited CTA and Enterprise spreadsheets to office liaisons for review and manager to approve.

  • Perform complex accounts payable tasks related to travel including reviewing and approving travel-related AP vouchers in FI$Cal.

  • Review and approve JCC employee transit subsidy reimbursement payment vouchers in FI$Cal that have been prepared by the Travel unit's Fiscal Services Specialists. Verify all FI$Cal chart fields have been coded correctly and proper supporting documentation has been included before approving the voucher in FI$Cal and forwarding to SCO for payment.

  • Serve as main point-of-contact for any escalated accounts payable issues related to travel for JCC employees as well as for external vendors.

  • Help troubleshoot and resolve escalated issues with vendors regarding travel-related payments. Act as liaison with DGS, Travel Agency, and other external vendors as needed to research disputes and resolve discrepancies to ensure accurate and timely payments.

  • Serve as backup for processing travel claims for judges participating in the Temporary Assigned Judges Program (TAJP).

  • Serve as backup for processing Office Revolving Fund (ORF) payments for JCC offices.

Other Duties and Responsibilities

  • Perform month-end and year-end tasks, and other special duties as required.

The successful candidate will be expected to work in person at the Judicial Council's San Francisco or Sacramento office and reside in the areas surrounding this location. The Judicial Council offers hybrid work arrangements for many positions. Beginning in September 2024, employees will work in the office

at least one day each week. Beginning in January 2025, employees will work in the office at least two days per week.

OVERVIEW

The Judicial Council of California is accepting applications for the position of Fiscal Services Coordinator in the Travel Unit for the Branch Accounting and Procurement (BAP) office.

The Fiscal Services Coordinator's duties include performing travel-related accounts payable tasks for all JCC offices, the Supreme Court, Appellate Courts, Habeas Corpus Resource Center (HCRC), and Commission on Judicial Performance (CJP). The incumbent will manage the US Bank Travel Account, review and approve the Travel unit's vouchers in FI$Cal for submission to the State Controller's Office, and serve as the main point of contact for JCC employees and vendors for escalated issues related to travel claims and payments. This position will also serve as backup for processing payments out of the Office Revolving Fund for JCC offices, perform month-end and year-end tasks, and other duties as assigned.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE

Three (3) years of accounting experience, including some experience in area of assignment (such as

procurement, accounting operations and bookkeeping duties for accounts payable, and general

ledger).

OR

Associate's degree, preferably in accounting or business-related field, and one (1) year of accounting

experience, including some experience in area of assignment (such as procurement, accounting

operations and bookkeeping duties for accounts payable, and general ledger). Additional directly

related experience and/or education may be substituted on a year-for-year basis.

OR

One year as a Fiscal Services Specialist with the Judicial Council of California or one year of

experience performing the duties of a class comparable in the level of responsibility to that of a

Fiscal Services Specialist in a California Superior Court or California state-level government entity.

Desirable Qualifications

  • Intermediate Microsoft Office skills.

  • Strong customer service skills.

  • Experience working with FI$Cal or other Enterprise Resource Planning system(s).

  • Experience processing claims or invoices for payment.
