Summary:

The Fiscal Services Coordinator, under the direct supervision of the Director of Fiscal Services, oversees and directs the personnel responsible for the accounting, financial auditing and reporting, and budgeting for the District. The Coordinator recommends and implements accounting and financial systems to meet contract compliance requirements and serves as fiscal advisor to District staff in their roles as they relate to fiscal aspects of the District. The Coordinator also performs a variety of independent technical and analytical duties in the areas of budgetary analysis and development, position control, and financial management to ensure the financial viability of the District and provide timely delivery of high quality services to meet the needs of the sites and departments.

Essential Duties & Responsibilities:

  • Supervises and evaluates staff responsible for accounting, financial auditing and reporting, and budgeting.

  • Reviews a variety of rules, policies, and procedures in order to establish and maintain financial controls.

  • Conducts studies in the areas of budget, financial management, expenditure analysis, and cash flow analysis.

  • Maintains current status of District's financial position by reviewing expenditure data and maintaining records of funds received.

  • Plans and performs a variety of complex budget and fiscal simulations, analyses and calculations to ensure accuracy of information.

  • Initiates, completes, evaluates and validates a variety of state, local and federal reports and financial statements in a timely manner to ensure accuracy and completeness; coordinates the collection of data through computer-generated reports.

  • Interprets federal, State, and District program and fiscal guidelines to administrators, staff personnel, community groups, and the public.

  • Performs accurate financial and operations audits as assigned to ensure the integrity and credibility of the District.

  • Analyzes financial and budgetary statements to ensure accuracy; identifies trends and concerns and makes recommendations for improvements; makes corrections and adjustments as necessary to meet the needs of the sites and departments.

  • Analyzes and evaluates automated financial systems designs, computer-generated financial reports and other automated programs integrated with the primary financial system.

  • Prepares special financial reports and statistical analyses as directed including cash flow, allowability expenditures and budget procedures to ensure proper allocation of resources.

  • Attends workshops, meetings and other gatherings related to assigned areas to obtain up-to-date information to assist in the efficient operation of the department.

  • Prepares, trains and provides direction to the department to ensure comprehension of procedures and processes related to assigned duties.

  • Performs other related duties as assigned to support the overall objectives of the position.

Qualifications:

  • Knowledge and Skills:

  • Principles and procedures of public agency budgetary and fiscal management.

  • Financial and/or budgetary reports, statements and projections for District funds.

  • Applicable sections of State Education Code and other laws, rules and regulations.

  • Software programs including but not limited to word processing, spreadsheet and other related programs.

  • Budget control and revenue projections.

  • Analytical and problem solving techniques.

  • Interpersonal skills using tact, patience and courtesy.

  • Principles and practices of supervising, training and providing work direction to staff.

  • Correct English usage, grammar, spelling, punctuation, and vocabulary in both written and oral form.

  • District organization, operations, policies, objectives and goals.

  • Abilities:

  • Plan, schedule, and coordinate a variety of complex fiscal operations in order to meet deadlines.

  • Analyze, generate, evaluate and implement financial and/or budgetary procedures for effectiveness and efficiency.

  • Prepare clear, concise and comprehensive reports and recommendations verbally and in writing.

  • Learn new or updated computer systems and/or software programs to apply to current work.

  • Establish and maintain effective and collaborative working relationships with a diverse range of people.

  • Perform a variety of specialized and technical duties.

  • Provide technical information and assistance to others.

Education and Experience:

  • A Bachelor's degree is required, preferably with a major in accounting, finance, mathematics, public or business administration, economics, or a related field. Master's Degree in Business Administration preferred.

  • Three years of professional-level analytical experience, including at least two years of experience involving financial analysis is required. One year of the required experience must have been in a governmental agency, or auditing a governmental agency.

Licenses and Certificates:

  • A valid driver's license is required.

Salary and Terms of Service:

Salary range (9) $108,631 - $131,692 per year, nine (9) steps, eight (8) hours per day and five (5) days per week (M-F), 12 months per year. Holidays, sick leave and vacation benefits. Prepaid family dental, medical, and vision insurance, prepaid life insurance plan for employee only.

Selection Procedure:

As required by California State Law, should you be employed by the District, your fingerprints will be taken and submitted to the Justice Department and the FBI for a background check. Processing fee will be at applicant's expense.
