Description of Job

The Work Unit:

The Office of STI/HIV/VH is committed to high-quality services, innovative public health practice and community partnerships. We work to ensure quality and medically accurate STI/HIV/VH related prevention, care, and treatment. Services for all people in Colorado. Functions include public health surveillance of STI/HIV/VH; follow-up of people newly diagnosed with a STI/HIV/VH to ensure adequate treatment and referrals to care; access to care, partner services, and treatment as appropriate; developing comprehensive prevention programs; and conducting program evaluation to enhance the use of STI/HIV/VH data to direct prevention and care activities as specified in the Colorado HIV/AIDS Strategy (COHAS). This role is foundational for the success of the COHAS and works across all programs within the Office. The Office of STI/HIV/VH is committed to disrupting inequities and operates on the belief that all people across the state should have equitable opportunities to live healthy lives.

The Office of STI/HIV/VH Fiscal Program strives to promote the financial integrity, transparency, and operational efficiency of the Office through good stewardship of public resources and providing innovative approaches and solutions to financial operations and challenges. This position provides leadership and direction (strategic and administrative) to the Fiscal and Contract Monitoring Team which has approximately 11 employees and the contracts and finance staff which has approximately five employees, manages extensive contractual relationships with implementing partners, and maintains responsibility for the Office's annual budget of approximately $55 million. The Fiscal Services Program Manager reports directly to the Office Director and represents the Office's Fiscal, Contracts, and Contract Monitoring activities, both internally and externally.

What You Will Be Doing:

This position exists to manage the fiscal, contracts, and contract monitoring activities within the Office by determining the requirements and objectives, deciding on goals, developing and implementing plans, obtaining funding, and hiring, training, and supervising staff. The position serves as the fiscal services manager and assumes full management responsibility for financial management and control, legislative fiscal note development, and coordination. Performs as the legislative budget officer for the division by overseeing and developing the Office's budget submission, explaining, defending, and executing the division's annual legislative budget, and managing the fiscal note process.

This position serves as the liaison between the Office and local, state, and federal entities, community partners, and any other parties related to financial issues. Provides guidance and expertise on federal regulations and associated federal reporting requirements, federal fiscal principles, audit principles, state procurement and contract rules, and generally accepted accounting principles. Represents the Office at CDPHE Fiscal Services Managers' meetings.

Responsibilities of the position include but not limited to:

  • Develops and executes long-range strategic plans related to fiscal and contracts across the Office and with its contracted partners.

  • Develops and implements program goals, objectives, guidelines, policies, work procedures, staffing patterns, work schedules, and priorities for achieving program goals and objectives.

  • Functions as the lead in determining and formulating necessary procedures to implement and integrate the Department's and Office's policies and guidelines related to all areas of Fiscal, Contracts, and Contract Monitoring.

  • Oversees the procurement of professional services (subrecipient grants, service contracts, purchase orders, etc.) and goods using state procurement rules and systems including Requests for Proposal (RFPs), documented quotes, invitations for bid, etc. and serves as the lead in developing funding availability for all contracts/grants.

  • Oversees contract monitoring of all sub-grantees and vendors. Assures that contracts follow state and department rules and are approved by the CDPHE Contracts Manager, Attorney General's Office, Office of Information Technology and the State Controller's Office.

  • Participates in and oversees financial reviews of sub-grantees by ensuring reviews of financial records and financial management systems occur to ensure compliance with Federal and State regulations.

  • Monitors and provides technical assistance on auditing provided by other fiscal officers. • Guides staff in creating corrective action plans and resolving findings from fiscal reviews.

  • Reviews and approves budgets, contracts, and procurement requests.

  • Plan, prioritize, and assign workload, and analyze and monitor workflow and progress to ensure the quality and quantity of work meets standards, deadlines for deliverables, and program goals and objectives.

  • Performs as a first-level supervisor for five positions.

  • Provide feedback and coaching; write, review, and sign performance plans; evaluate and sign performance evaluations.

  • Ensures and oversees the implementation and alignment of fiscal processes to central accounting.

  • Ensures strategic alignment with concepts from central accounting of indirect costing strategies, grant concepts, cost reduction strategies as they relate to financial processes, etc.

  • Ensures Office funding, spending patterns, diagnostic review of accounts, and financial health are in alignment with central accounting standards and fiscal rules.

  • Manages all federal grant funds received by the Office and ensures compliance with federal and state rules and regulations.

MINIMUM QUALIFICATIONS:

Option 1:

Nine (9) years of professional experience overseeing, implementing and monitoring contracts; managing and developing budgets, legislative fiscal note development and working with the legislature on explaining and defending the division's budget; supervising staff; and providing strategic and administrative leadership to a team.

OR

Option 2:

Bachelor's degree from an accredited institution in Accounting, Public Policy, Economics, Finance, Public Administration or a field of study closely related to the work assignment.

AND

Five (5) years of professional experience overseeing, implementing and monitoring contracts; managing and developing budgets, legislative fiscal note development and working with the legislature on explaining and defending the division's budget; supervising staff; and providing strategic and administrative leadership to a team.

OR

Option 3:

Master's degree from an accredited institution in Accounting, Public Policy, Economics, Finance, Public Administration or a field of study closely related to the work assignment.

AND

Three (3) years of professional experience overseeing, implementing and monitoring contracts; managing and developing budgets, legislative fiscal note development and working with the legislature on explaining and defending the division's budget; supervising staff; and providing strategic and administrative leadership to a team.

Preferred Qualifications:

In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:

  • Relevant experience with the State of Colorado.

  • Knowledge and experience with the State of Colorado procurement and contract rules.

  • Experience working with the legislature regarding fiscal actions.

  • Experience managing federal grants.

  • Experience developing strategic plans, program goals, guidelines, work procedures. and staffing patterns.
