Duties and Responsibilities

  • Serves as chief administrative officer responsible for providing fiscal, grant, and institutional support services to undelegated University System executive offices and their units

  • Administers financial services and grant management for the undelegated University System offices in areas including fiscal management, procurement, and inventory control.

  • Serves as the Systemwide approver for the central vacation pool and insurance purchases. Reviews, assesses and approve documents from all ten campuses and system offices.

  • Serves as chief resource advisor for all procurement issues. Interpret laws, directives and policies affecting system offices. Review expenditures for allowability, allocability, and reasonableness to comply with extramural contracts' and grants' terms and conditions, Federal Uniform Guidance, Federal, State, and University policies and procedures.

  • Serves as subject matter expert; provides technical guidance, advice, and interpretation and/or makes recommendations regarding applicable policies, procedures and requirements.

  • Serves as the System chart manager. Initiates, facilitates, assesses, reviews and approves the opening, closing, and modification of fiscal accounts.

  • Directs the design, development and implementation of policies, operating procedures and practices to ensure establishment and maintenance of fiscal and operational safeguards.

  • Administers General, Federal, Extramural, Special, Revolving, and UH Foundation funds for the System offices and other designated programs as assigned.

  • Reviews and approves the issuance of appropriate fiscal and procurement documents through the University's Kuali financial system and the RCUH financial management portal, and payroll documents and actions (e.g. contracts, purchase orders, requisitions, authorizations, travel, SECE, TAPS, and other documents as required)

  • Ensures fund availability & compliance with UH, RCUH, state, federal & 3rd party polices & procedures. Advises admin, staff and/or principal investigators of any disapproved requests & provides alternative methods which meet policies & procedures.

  • Reviews financial ledgers, budget status reports and other financial reports to assess financial conditions. Analyzes, discusses, and provides recommendations on financial matters and issues with system directors.

  • Responsible for the preparation of monthly expenditure reports, and preparation of

  • Serves as the System representative on system and campus working groups to improve processes and develop support materials to assist FAs in performing fiscal duties; regularly participates in testing of system upgrades (KFS, eTravel).

  • Serves as Deputy Director to the Director of System Administrative Services, acting on behalf of the Director in all matters when the Director is unavailable with full procurement, budget and personnel authority.

  • Serves as day-to-day working supervisor to office staff and plans, directs, assigns, and evaluates work assignments. Resolves operational and administrative matters in accordance with current policies, procedures, and directives.

Minimum Qualifications

  • Possession of a baccalaureate degree in Business Administration, Accounting, Finance or related field and 6 year(s) of progressively responsible professional experience with responsibilities for accounting and/or fiscal administration; or equivalent education/training or experience.

  • Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies of the assigned area of accounting and/or fiscal administration.

  • Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with accounting and/or fiscal administration.

  • Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and unprecedented approaches.

  • Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.

  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

  • Demonstrated ability to operate a personal computer and apply word processing software.

  • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

  • Demonstrated ability to understand problems from a broad perspective, and use conventional and unconventional reasoning to discern underlying principles and issue to create creative, sound and feasible solutions.

  • Extensive knowledge of the theories, principles and practices of organization and management.

  • Extensive knowledge of principles and practices of federal and state funding administration.

  • Demonstrated ability to analyze financial statements and statistical reports, discern trends, and apply analytical techniques.

  • Demonstrated proficiency in Microsoft Excel and Word, or comparable spreadsheet and word processing programs.

  • Demonstrated ability to multi-task and perform in a high paced environment.

  • Demonstrated technical skill in extracting data from databases and mainframe financial, personnel and student enterprise systems and using this data to prepare management reports.

Desirable Qualifications

  • Extensive knowledge of administrative practices of the University and/or other institutions of higher education.

  • Knowledge of research and grant administration.

  • Knowledge of legislative process and procedures.

  • Working knowledge of the various on-line management systems used at the University of Hawaii, including Kuali Financial, e-travel, Concur, CentreSuite, SECE, TAPS, Jasper, PeopleSoft, myGrant, and the RCUH financial and human resources systems.

  • Certified Public Accountant (C.P.A.) or Master's degree in Business Administration.
