POSITION SUMMARY:

Highly responsible supervisory work performing tasks essential to the administration and daily operations of the Division of Banking Operations. Assignments require evaluative thinking and are carried out in accordance with Howard County Code and policies and procedures. The work includes responsible contacts with workers in other departments, other governmental agencies, and the public. Maintains vault cash supply. Prepares and reviews procedures for revenue collection and cash controls. Full responsibility for the automated cashiering function.  

STARTING SALARY HIRING RANGE:

$39.65 - $43.32

$82,464 - $92,930

CLASS DESCRIPTION:

Performs mid-management and advanced level financial, auditing or budgeting work under general supervision from an administrative or technical superior.  Work may include planning, organizing, and supervising the activities of a unit; coordinating budget activities; auditing electronic data processing systems; resolving major program problems; and developing, evaluating and implementing financial budgeting or auditing programs and procedures.

Include the following.  Other related duties may be assigned:

  • Manages and supervises the Division of Banking Operations. Responsible for overall direction, coordination, and evaluation of the division. Carries out supervisory responsibilities in accordance with Finance's policies and procedures.

  • Responsible for the presenting solutions to the Bureau Chief and/or Administrative Manager for all operational and staffing issues within Division of Banking Operations. Managerial/Supervisory responsibilities include:

Staff Management:

  • Conducts 1-on-1's with all Divisional Staff members.

  • Approves timesheets, timely review of staff leave requests, and management of staff schedules.

  • Appraises performance and rewards and disciplines employees.

  • Addresses staff complaints and resolves problems in a timely and effective manner.

  • Addresses knowledge gaps within the Division of Banking Operations.

  • Coaches team members in resolving complex Divisional issues to ensure accuracy.

  • Responsible for interviewing, hiring, and developing onboarding/training plans for all new hires, including system access requests, equipment, tools, and materials.

Task Management:

  • Ensures that all Divisional tasks/deliverables are completed timely and accurately.

  • Delegates all assigned tasks within the Division of Banking Operations to ensure appropriate coverage for all Divisional tasks.

  • Ensures timely responses to all internal and external Divisional inquiries.

  • Ensures that all Divisional procedures are documented and current.

  • Monitors daily activities of the Division of Banking Operations and provides back up support to the team during periods of high volume.

Divisional Management:

  • Stays abreast of changes to State or County law which may impact on the division and its requirements and planning for implementing changes to processes.

  • Monitors Finance Website and works with Finance IT personnel to keep website updated and relevant tool for citizens.

  • Liaises with the Division of Accounting to research and resolve tax reconciling items, variances, and other accounting requests.

  • Reviews and approves department refunds, SAP docs, and journal entries to ensure their accuracy and completeness and maintain fiscal integrity.

  • Manages the implementation of new processes, special projects, and other duties as assigned by Bureau Chief.

Administrative Duties:

  • Reviews all deposits and validates daily deposit report and summary sheet for cash reconciliation of Register Cash System (RCS), MUNIS, SAP Water & Utility Billing, ACCELA, Red Light Camera Citations, Speed Camera Citations and other County revenue.

  • Researches wire transfers and ACH's to identify payments and the appropriate revenue/receivable account to be posted.

  • Prepares cash receipts, ACHs, remote deposits and image cash letters and records deposit total for departmental deposits and monthly report of all deposits by department.

  • Balances cashier change fund and performs periodic cash audits.

  • Answers inquiries, researches payments, and resolves customer issues regarding payment processing.

  • Validates Govolution, ActiveNet, Animal Control, Landfill deposit and other County revenues data with actual deposits.

Bachelor's Degree and four (4) years of related experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:

Bachelor's Degree with major coursework in accounting or a related field, and four years of banking experience.
