Location: Hybrid position on the College of Public Health Building .This is a hybrid position, which includes remote and on-site work. Employees must be able to commute to an on-site location, when needed, for in-person meetings video production, or other essential activities.

ORGANIZATIONAL SUMMARY:

This position provides technical assistance to faculty and key project personnel regarding financial management and compliance with federal, state, university, and other applicable sponsor regulations and policies. The incumbent will work closely with the COPH Office of Research Administration (Director, Assistant Director, Sr. Unit Research Administrators) on issues related to accounting and research compliance on sponsored projects.

POSITION SUMMARY:

This position is responsible for performing all phase of post award duties related to sponsored research awards that may include sponsored research, research foundation, E & G, and research initiative accounts.

RESPONSIBILITIES:

Coordinates and performs monthly reconciliation of account ledgers with COPH internal accounting

ledgers for all fund sources within the assigned units that includes all human subject incentives for the College across multiple funding sources and electronic platforms Researches problems and discrepancies and brings resolution to the problem. Ensures accurate processing of budget transfers, expenditure transfers and payroll expenditure transfers.

Analyzes, prepares, reviews and disseminates monthly reports to accountable officers consistent with COPH deadlines, policies and procedures. Assembles supporting documentation. Regularly monitors account balances to prevent over-expenditures.

Projects personnel expenditures over the fiscal year of the fund source. Reviews and approves documentation to transfer funds. Provides projections and account balances as requested.

Participates in regular meetings with accountable officers when requested to ensure that faculty are cognizant of the status of their accounts. The incumbent provides technical assistance and financial management strategies to accountable officers and project staff in compliance with USF, COPH and sponsor (federal/non-federal) policies and procedures. Analyzes financial information on a complex set of accounts to provide wide-range solutions to potential problems or situations.

The incumbent will work closely with purchasing staff within the COPH Budget Office in a team-based atmosphere. The incumbent will ensure that all purchases meet applicable sponsor (federal/nonfederal), State, USF, and COPH policies and guidelines prior to initiation of the purchasing activity. The position reviews requisitions, travel authorizations, travel expense reports, purchase orders, journal transfers, professional service consultant requests and expenditure transfers

The incumbent will serve as the primary approver as assigned. As such, they will review p-card charges for appropriateness and allowability; will route charges for approval consistent with COPH and USF practices; will approve or disapprove charges in Archivum and will work with p-card holders to resolve problems.

Maintain back-up documentation for accounts within Box. Performs other required duties as necessary within the Research Office. Serving as a resource for COPH staff on policies, processes,and procedures related to purchasing, p-cards, and other administrative services.

Performs other duties as assigned.

POSITION QUALIFICATIONS:

MINIMUM:

This position requires a High School diploma or equivalent with three years of work experience in positions with fiscal support duties. College or other relevant post-secondary coursework may substitute for the experience requirement on a year for year basis.

PREFERRED:

Experience working with USF fiscal business systems and policy and procedures.
