ORGANIZATIONAL SUMMARY:
USF's Office of Administrative Services (OAS) is made up of the dedicated people who keep our campus, the equivalent of a medium-sized city, moving forward. This team delivers essential services across USF's multiple campuses and locations that together total 11 sites, 1,646 acres, 350 buildings, and 12.8 million gross square feet. With responsibilities that include land use and planning, construction and development, maintenance and utilities, custodial and grounds services, parking and the Bull Runner bus system, environmental health and safety, university police, and emergency management; the OAS team has a wide-reaching impact that touches nearly every aspect of the University of South Florida community in support of the university's mission and strategic plan.
On USF's Tampa campus, the OAS team performs a broad scope of services that includes processing and completing over 45,000 work orders annually, providing custodial and maintenance services for 83 buildings totaling 4.5 million square feet, managing over 350 construction and renovation projects each year, providing utilities services for 350 buildings totaling 12.8 million square feet, maintaining 20,500 parking spaces across 93 surface lots and 4 garages, operation and maintenance of a fleet of 26 buses, and performing grounds care of 500 acres of space.

The Administrative Services Business Center (ASBC) comprises a dynamic team dedicated to delivering cost-effective and efficient fiscal and administrative support services to departments within the Office of Administrative Services. With an operational budget exceeding $100 million, ASBC plays a crucial role in managing resources effectively.
POSITION SUMMARY:
This Fiscal & Business Analyst position will serve as the senior fiscal position in the Administrative Services Business Center. The person is responsible for conducting financial analysis, budget projections, and resource management for Administrative Services. Working closely with the Assistant Director and Director, the individual in this role will collaborate on budgetary decisions and financial planning.
Moreover, this position will play a key role in enhancing operational procedures, systems, and principles within the organization. This includes optimizing information flow, refining business processes, and strengthening management reporting. Additionally, the person will explore opportunities to expand and improve existing systems to further streamline operations and enhance efficiency.
RESPONSIBILITIES:
Prepares and develops financial reports including SEC and BOG reports, consolidated financials, financial projections/forecasts and works with management on budget planning and reporting at monthly, quarterly, and yearly intervals. Prepares and develops budget projections, analysis of annual totals, trend analysis, year-end accruals and provide detail for in-year forecasting. Develops queries and analyzes reports for anomalies, inconsistencies, and trends.
Reconciles and performs detailed review and analytical analysis of departmental financial statements, including review of budget to actuals/variance analysis for general revenue, auxiliary, concession, USF Foundation. Advises management/accountable officers/Directors of any over/under allocations and processes necessary revenue, budget, or expenditure transfers.
Effectively communicates monthly financial reviews with stakeholders. Performs payroll analysis and RSA checks for multiple departments and advises on chartfield and combo codes for budgeting and expensing payroll.
Prepares and develops cash balance report for Auxiliary funds.
Manages cash flow for Auxiliaries by monitoring expenditures, requesting funds, preparing cash transfers.
Analyzes for anomalies, inconsistencies, and trends. Prepares Unrelated Business Income Tax (UBIT) files for Auxiliary units and provides oversight and monitoring of UBIT tracking to ensure compliance with USF guidelines.
Analyzes and monitors internal purchasing, accounts receivable, accounts payable, and travel processes and creates, recommends, and implements procedural enhancements that comply with USF policies and procedures for E&G, Carry-forward and Auxiliary funds. Signature authority for purchases on E&G, Carryforward, Auxiliary, and Foundation funds.
Manages, plans, organizes, and serves as backup for purchasing, accounts payable, accounts receivable, Pcard compliance, travel, and payroll analysis. Serves as liaison between Administrative Services Business Center and other Administrative Services departments, including University Police and Human Resources by providing customer service support and problem solving for Directors, Office Managers, AVP's, and external customers.
Monitors and reviews monthly Facilities Management billings including FAMIS, Post Office, Fuel, and Utilities. Manages and identifies any discrepancies or anomalies with FAMIS accounting procedures and recommend solutions to management as appropriate. Troubleshoots errors appropriately and serves as liaison to Facilities Management Customer Service team.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree in Accounting, Finance, or Business Administration or other field directly related to the position's specific responsibilities and 2-4 years of fiscal related work experience; or a Bachelor's degree in no specific required field and three years of fiscal related work experience; or five years fiscal related work experience.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.
PREFERRED:
Must demonstrate initiative to learn new skills and be a self-starter, able to work under minimal supervision.
Business process, Business Analysis, and/or Lean or Six Sigma certifications preferred.
Functional knowledge of a shared services business process.
Experience in creating automation platforms, coding, and Microsoft applications.
SPECIAL SKILLS/TRAINING:
The ideal candidate will have strong working knowledge of Microsoft Excel, Microsoft Access, and Adobe Acrobat. Experience utilizing USF Systems (FAST, GEMS, Finance Mart, BANNER).
