Position Description
Advertised Job Summary
The Fiscal Analyst serves in the Office of the Dean within College of Engineering and Computing. This position is responsible for the oversight of day-to-day fiscal operations in their assigned area, which consists of performing detailed, complex analysis of account activity, analyzing and reconciling accounts, processing transactions in University accounting systems, determining needed corrective actions, as well as reporting and budget forecasting, and ensuring transactions are in compliance with applicable USC, college, state, and federal regulations.
Minimum Qualifications
Bachelor's degree and 3 or more years of experience, which may be substituted by equivalent combination of certification, training, education, and/or experience.
Preferred Qualifications
Knowledge of University accounting processes. Experience with PeopleSoft and Finance intranet.
Knowledge/Skills/Abilities
Knowledge of the principles, practices, theories and terminology of accounting. Knowledge of state government accounting processes. Knowledge of financial EDP systems. Ability to proficiently apply mathematical concepts. Ability to analyze and interpret complex financial data and reports. Knowledge of Excel and Access.

Job Duty
Responsible for monitoring budgets and disbursements in assigned college accounts. Analyze transactions for appropriateness, compliance with applicable USC, state, college, and federal regulations, and make determinations on corrective action if needed. Analyze trends in spending and determine necessary actions to ensure accounts meet budgetary expectations, and perform entries as needed. Analyze college account budgets and make budget entries as needed based on the result of account activity analysis, expenditure trends, and college budget priorities. Ensure the best and most appropriate sources of revenue are used for each college expense, and all entries are made in accordance with applicable USC, college, state, and federal regulations. Perform other journal entries as needed. Provide regular reports to management on sources and uses of college resources.
Essential Function Yes Percentage of Time 45 Job Duty
Responsible for monitoring recurring expenditures and revenues and providing regular reports to management on revenue and expenditure trends for use in budget monitoring and development. Responsible for ensuring recurring billings are completed in a timely manner each month, and recurring revenues are received as expected. Responsible for follow up on these items as needed to ensure all expected revenues and expenditures are properly recorded according to USC, college, state and federal regulations. Produce special reports as needed using PeopleSoft, Finance Intranet, Excel, and Access.

Responsible for ensuring the proper execution of daily college reports. Verify automated reporting runs executed as planned and troubleshoot reporting database issues. Monitor regular budget reports and make determinations on corrective actions needed. Work with faculty on special data needs, and provide special reports as needed. Ensure all monthly and yearly reports are completed as required.
