The Fiscal Analyst (Administrative Specialist I) is responsible for fiscal and budgetary functions for his/her respective division within Community Supervision to include but not limited to purchasing, fixed assets, motor fleet management, telecommunications, management information systems, computer program security, leases, and budget management.  The Fiscal Analyst works independently under the general supervision and guidelines set by the Judicial Division Administrator.  The position serves as approving authority for fiscal, budgetary, and financial transactions initiated by Judicial District Managers.  This position works with other agency business heads and interdepartmental officials within Community Supervision and the Department of Adult Correction.

The mission of Community Supervision is to protect the safety of citizens in communities throughout the state by providing viable alternatives and meaningful supervision to offenders on probation, parole, or post-release supervision.  The primary goal of Community Supervision is to reach an equal balance of control and treatment for offenders that will positively affect their behavior and lifestyle patterns. Probation /parole officers protect the public safety by helping offenders learn to live within the law. They supervise offenders' activities in the community and ensure their compliance with court orders and sanctions.

The salary grade for this position is NC08.  State employees are encouraged to apply for positions of interest even if the salary grade is the same as or lower than their current position.  If selected for this position, a new salary will be calculated taking into consideration the quantity of relevant education and experience, funding availability and internal equity.  Based on these factors, a pay increase or decrease may result.

Incumbent must have knowledge of:

  • The principles and practices of public and business administration

  • Purchasing and accounting practices and procedures

  • Business mathematics, and office methods and procedures.

Must have the ability to

  • Exercise judgment and discretion in establishing, applying and interpreting policies and procedures and in evaluating situations and making recommendations,
  • Establish and maintain effective working relationships with agency personnel, officials, and the general public,
  • Work independently,
  • Express oneself clearly and concisely in oral and written form,
  • Maintain confidentiality.  

Must have

  • Attention to detail,
  • Computer skills to include Word and Excel and ability to learn other software programs as needed,  
  • Knowledge of office procedures, practices, and equipment.

Management prefers the incumbent possesses:

  • General knowledge of agency and Community Supervision programs,  
  • An understanding of the regulations of NCAS software and e-procurement,  
  • The ability to verify financial documents for completeness and accuracy,
  • The ability to prepare reports from records maintained by position, 
  • Knowledge of the principles and practices of public and business administration.

High school diploma or General Educational Development (GED) diploma and two years of related administrative experience; or equivalent combination of education and experience.
