About the Finance Division:

The Finance Division provides accounting and budget services to DES and 40 smaller state agencies. What You Will Be Doing:

As the Fiscal Analyst 4, you will be the technical expert for the Small Agency Financial Services (SAFS) Accounts Payable team, managing fiscal activities related to accounts payable and general ledger tasks. You will ensure all work is done in accordance with Generally Accepted Accounting Principles (GAAP), State Administrative & Accounting Manual (SAAM), the Department of Enterprise Services' procedures, and policies of SAFS client agencies. Your responsibilities include processing, monitoring, and analyzing accounts payable and general ledger activities. Additionally, you will ensure compliance with contractual or grant terms, and State of Washington fiscal policies and regulations. You will review and audit the work of other Fiscal Analysts and assist in training. You will be assigned special projects and will conduct fiscal research and analysis to complete them. Reporting to the SAFS Accounts Payable Manager, you'll work independently with minimal supervision and interact with DES Finance Division staff, SAFS client agencies, and external vendors.Some of What You Will Enjoy Doing:

  • Serve as a SAFS Accounts Payable (AP) team lead. Performing financial review of accounts payable transactions and general ledgers for a variety of small agencies. This position leads fiscal professional staff and handles complex financial transactions and records for the agencies we support.

  • Monitor fiscal activity for the SAFS AP team to ensure key aspects of fiscal month/year close are completed accurately and timely. Analyze transactions for accuracy and compliance with state, federal, and agency policies.

  • Review AP transactions and expenditures, general ledgers, and subsidiary accounts for accuracy, making corrective journal voucher entries as needed.

  • Review and release SAFS AP team member's payment batches, checking for accuracy in payment coding and GAAP requirements. Address errors with team members, providing necessary support and assistance as required. Ensure all SAFS AP batches entered into AFRS are accounted for and released by COB.

  • Examine monthly expenditures, accruals, affected GLs, and other interrelated financial accounts for accuracy. Correct journal voucher entries as necessary.

  • Complete special projects and perform fiscal research and analysis to complete these projects.

  • Identify opportunities to develop process improvements.

  • Work with the team to ensure timely vendor payments.

  • Process accounts payable transactions during team member absence or peak periods.

  • Provide support and act on behalf of the team's FA5 when they are absent.

  • Assist the FA5 in training SAFS AP team members and new staff at SAFS client agencies on our systems and processes. Assist with the development and presentation of training materials.

  • Train SAFS AP team members in the use of the various State financial systems and in fiscal processing procedures, policies, regulations, and guidelines (including, but not limited to - TEMS, AFRS, SAAM, EVF, GL Reconciliations, Workday, etc.)

  • Introduce new staff at SAFS client agencies to our processes and provide training on travel, year-end, 1099s, and related topics.

  • Analyze data, prepare, and submit federal miscellaneous tax returns, including Form 1099, in accordance with IRS rules and regulations.

Required Qualifications

To qualify for this position, a candidate must possess 18 quarter hours or 12 semester hours in accounting, auditing, budget, or other relevant field OR as a condition of employment, commitment to attain hours within 12 months of hire. In addition to this education requirement, a candidate must possess one (1) of the following education and experience options:

[OPTION 1]:

  • Bachelor's degree in accounting, public administration, business administration, or related field; AND
  • Three (3) years of experience in accounting, auditing, or a relevant financial field.

[OPTION 2]:

  • Associate's degree; AND
  • Five (5) years of experience in accounting, auditing, or a relevant financial field.

[OPTION 3]:

  • Seven (7) years of experience in accounting, auditing, or a relevant financial field.

[OPTION 4]:

  • Master's degree in public administration, business administration, or a related field, or possession of a CPA, CMA, and/or CGFM certification; AND

  • Two (2) years of experience in accounting, auditing, or relevant financial field.

  • Note: Possession of both a relevant Master's degree AND two (2) of the listed certifications will substitute for experience.

Preferred Qualifications:

  • Three (3) years of Accounts Payable experience.

  • Knowledge and experience using the statewide accounting system, Agency Financial Reporting System (AFRS).

  • Knowledge of Generally Accepted Accounting Principles (GAAP) and state government accounting rule in the Statewide Accounting & Administrative Manual (SAAM).
