Range of Consideration: $56,676 - $74,376 annually

Note: Range of Consideration 3% increase effective 7/1/2024: $58,380 - 76,608 annually.

The Opportunity:

The Washington Utilities and Transportation Commission (UTC) is seeking to fill the role of a Fiscal Analyst 4 within the Finance and Facilities Division. The Finance and Facilities Division promotes fiscal responsibility and ensures accountability to the stakeholders of the agency and the citizens of

Washington by ensuring the agency maintains adequate resources to carry out its mission.

Telework:

Although this is a hybrid opportunity, the successful incumbent must reside within Washington state.

Travel:

This position will necessitate occasional travel, primarily local, for meetings with colleagues or stakeholders from other agencies and organizations. Travel may occur during and/or outside normal work hours normal work hours throughout the state and occasionally requiring overnight stays.

The Position:

This role offers financial review and analysis at a senior level, focusing on contract and agreement payments. Responsibilities include conducting financial analyses of accounting and fiscal data, ensuring alignment with Generally Accepted Accounting Principles (GAAP), Office of Financial Management (OFM) regulations, contract terms and conditions, records management guidelines, federal regulations, and agency fiscal policies and procedures.

In a leadership role, this position assists lower-level fiscal employees in financial methods and procedures for accurate expenditure processing and recording. Additionally, it entails analyzing and addressing inquiries from internal customers concerning fiscal or administrative requirements. The role involves interpreting state and federal regulations and policies, translating them into easily understandable explanations for staff, management, and vendors.

Additional duties include, but aren't limited to the following:

  • Responsible for monitoring and reviewing junior level accountant's transactions for accuracy and timeliness for accounts payable, payroll, accounts receivable, and the generation of all Agency Financial Reporting System (AFRS) entries, including journal entries.

  • Accountable for assuring and reviewing Fiscal Analyst (FA) 2's monthly, quarterly, and annual reconciliations are accurate and completed on time. Per OFM requirements, prepares monthly accounting, financial and statistical analysis reports including Annual Comprehensive Financial Reports (ACFR) analysis and reports are submitted to the CFO for review and approval.

  • Review current automated and manual processes, making recommendations to the CFO that would automate, streamline, or enhance agency processes for processing financial data.

  • Review the agency's accounting operations for consistent application of state and federal laws and regulations and to ensure that the agency is in compliance with generally accepted accounting principles and auditing standards, and the integrity of the data.

  • Mentor the accounting staff by providing on-the-job training or by recommending classes that will help enhance or further develop the accounting staff in their everyday work tasks.

  • Twelve (12) semester or eighteen (18) quarter hours of accounting, auditing, or budgeting from an accredited college or university whose accreditation is recognized by the US Department of Education or the Council of Higher Education Accreditation (CHEA) or foreign equivalent

AND

  • Three (3) years of professional experience in accounting, budget, finance, payroll, public administration or relevant experience.  

OR

  • Current experience as a Fiscal Analyst 2 or 3
