This is a Hybrid position that requires coming into the office in Olympia, WA on approximately 3 times per month.

We are seeking a highly skilled and detail-oriented Fiscal Analyst 3 to join our team at the. The candidate should be proficient in using Microsoft Dynamics 365 and AFRS accounting systems to perform specialized accounting functions, including financial analysis, reconciliation, and reporting.

The successful candidate will play a crucial role in managing the proper allocation of employer premium payments for the Paid Family & Medical Leave and Long Term Services and Supports programs. They will be responsible for performing complex financial analysis, identifying potential financial problem areas, and developing correction plans. The candidate will also ensure adherence to financial policies and procedures, complete account reconciliations, and provide technical assistance to internal and external customers to meet regulatory requirements.

We are looking for someone who is not only technically proficient but also has excellent communication skills to explain and interpret state laws, policies, rules, and regulations. The ideal candidate will be able to work independently in a deadline-driven environment, handle multiple tasks, and collaborate effectively with team members and supervisors.

Assist with assuring adherence to PFML and LTSS financial policies and procedures issued by ESD and agency partners. This includes:

  • Perform specialized accounting activities in the Microsoft Dynamics 365 general ledger, accounts receivable, and financial reporting systems.

  • Uploads associated financial data to state's accounting system (AFRS). Research, analyze, and reconciles account activity and balances and perform corrections to employer accounts.

  • Perform complex financial analysis; identify potential financial problem areas and develop correction plans as necessary.

Assist in the management of the unit financial and accounting operations and activities. This includes:

  • Serve as contact for state receivable inquiries and audits.

  • Process and complete monthly financial transactions including finance tickets, problem payment files, and suspense account.

  • Records fiscal year end accruals in the state accounting system.

Educate internal and external customers and provide technical assistance to meet regulatory requirements. This includes:

  • Make recommendations for improvements in recordkeeping to make sure employers are in compliance with State reporting requirements for PFML and LTSS.

  • Explain and interpret state laws, policies, rules and regulations to internal and external customers, including state employees supporting the PFML and LTSS programs, employers and employer representatives.

  •  Provide technical expertise on financial procedures

  • Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting AND two years of relevant professional experience

Professional experience may substitute for the degree, but not the credit hours.
