Job Description:

Do you have experience forecasting department revenues and creating complex agency-wide revenue models? Do you use your analytical skills to gather and analyze data, maintain records, and provide detailed revenue reports? This position falls under the classification of Fiscal Analyst 3.

What you will do:

As a Fiscal Analyst within Central Business Services, Financial Services, you will prepare department-wide revenue forecasts, provide budget development and execution support to Central Business Services (excluding Community Grant Programs), track and report on various statistics, develop fiscal impact statements during legislative sessions, and provide policy and fiscal analysis for program changes or enhancements.

Minimum Qualifications:

  • (a) Six (6) years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information.

OR

  • (b) A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration or other analytical or technical degree); AND Three (3) years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information.

OR

  • (c) A Master's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration or other analytical or technical degree); AND Two (2) years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information.

Special Requirements:

  • To be hired, you must have a criminal records and driving records check that meets OPRD Criteria at the time of hire, and throughout employment.

  • You must have a valid driver's license at the time of hire and throughout employment.

  • Ability to use critical thinking and analytical skills to inform independent judgement, initiative, and decision-making

  • Ability to apply analytical skills to forecasting revenue, including experience identifying necessary data

  • Experience using accounting, budgeting and data warehouse tools such as ORBITS (Oregon Budget Information Tracking System), PICS (Personnel Inventory Control System), SFMA (Statewide Financial Management Application),

  • Experience using Microsoft Excel.

  • The salary listed is at the non-PERS rate. Public Employee Retirement System (PERS) eligible employees will have their base salary increased by 6.95% and pay the 6% employee contribution to PERS.
