About the division:

This position is located within HCA's Financial Services Division (FSD), which in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health (CBH), PEBB and SEBB programs. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor the single largest Washington State individual operating budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations. This division maintains a close working relationship with agency programs, policy, and divisions to ensure financially sound implementation and monitoring of program strategies. It is also accountable to the Governor and legislature in ensuring HCA operates within its budget.

About the position:

This Fiscal Analyst 3 (FA3) position is within the Health Care Authority, Financial Services Division and is part of the agency's administration of the federal Medicaid Drug Rebate Program. The position tracks, reconciles and manages manufacturer drug rebate obligations which help to offset the cost of Medicaid outpatient drugs. The position directly supports the agency's mission to provide access to affordable health care by guaranteeing that the sums owed to the state under the federal rebate program are properly received, posted, and reconciled.

This position is eligible to telework but is frequently required to report on-site to meet business need. Some travel may be required, and is typically local or regional, to meet with clients, conduct business, to attend or provide training. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Some of what you will do:

  • Analyze and record payment receipt information into P1 subsidiaries.

  • Establish and maintain accounts receivable rebate accounting and billing processes.

  • Ensure highest possible accuracy, communicate with business partners about any disputes and/or adjustments.

  • Process adjustments, research validity and compliance with Centers for Medicare and Medicaid Services (CMS), communicate with drug manufacturers, maintain caseload of 200 accounts.

  • Maintain and reconcile subsidiary ledgers for drug manufacturers, this includes analyzing discrepancies.

  • Researching variances and correcting subsidiary ledgers by the input of appropriate transactions to P1.

  • Ensure 100% accuracy, communicate with drug manufacturers and HCA, record completion of reconciliation and ensure quarterly update of account status.

  • Communicate with drug manufacturers regarding their account status.

  • Any unpaid amounts, credit balances, zero rates, missing documentation, CMS and Federal regulations regarding the WA State Drug Rebate program, and any non-compliance with those policies.

  • Perform ad hoc projects as required.

  • Prepare documents for payment processing, reconciliation, and imaging.

  • Perform fiscal duties required for special drug rebate projects, or research as needed to study and resolve drug rebate process or procedural issues.

Required qualifications:

  • This position requires an associate degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting AND two (2) years of relevant professional experience.

  • Professional experience may substitute for education.

Note: A master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.

Preferred qualifications:

  • Two (2) years of specialized professional experience in and ability to: Analyze complex financial data and reports, understanding of federal and state accounting rules, regulations, policies and procedures.
