The Opportunity

The Financial Services Program provides centralized budget, accounting, payroll, and benefits to support the agency and program operations. Financial Services works to ensure budget and accounting operations are completed in compliance with state and federal guidelines as well as agency policies and procedures.

The Federal Contract Billing position is the central point of contact for federal contract management. This position assists project managers to ensure compliance with general federal guidelines as well as compliance with contract specific requirements. Additionally, this position assigns project and program index codes as needed, monitors financial reports, and prepares reimbursements requests. What to Expect

Some of the various responsibilities within this role:

  • Reviews budget proposals accompanying federal cooperative agreement applications, interagency agreements, and private/local agreements.

  • Enters contract information into Enterprise Contract Management System (ECMS).

  • Sets up project codes into the Agency Financial Reporting System (AFRS).

  • Provides programs with estimated contract balances each month and resolves discrepancies using information recorded in the Enterprise system.

  • Maintains contract files for the required retention period.

  • Trains finance staff on an as needed basis.

  • Reconciles monthly general ledger account.

  • Records and monitor anticipated charges against the agency's federal appropriation.

  • Prepares receipt packets for submittal to OFM as appropriate.

  • Prepares journal vouchers as needed to correct or record federal revenue and

expenditures.

  • Prepares payroll related and other financial reports to programs.

  • Provides backup support to the Accounts Receivable Supervisor with batch approvals/releasing, and travel desk.

Who should apply?

Professionals with:

Bachelor's degree, which includes 18 quarter or l2 semester hours in accounting, auditing, or budgeting AND Two (2) or more years of relevant professional experience.

OR

Master's degree in financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.

OR

Professional experience may substitute for education but not usually for the credit hours.

In addition to the above qualifications, the following desired knowledge, skills, and abilities would make your application more competitive:

  • Two (2) or more years of experience working with the automated statewide financial report system.

  • Two (2) years of experience working with federal grants, interagency agreements, and/or contracts.

  • Experience in developing guidelines and procedures using the Peabody method.

  • Experience in developing and providing training for staff.
